Vehicle Title History Database Opens for Business Partners, Consumer Access

Arlington, VA—Today the American Association of Motor Vehicle Administrators (AAMVA) announced a consumer access application is now available for organizations wishing to provide vehicle title histories to consumers, auto insurers and motor vehicle dealers.  Known as the National Motor Vehicle Title Information System (NMVTIS), the new NMVTIS Consumer Access application tracks valuable vehicle history such as reported odometer readings and brands, which would include flood damage and junk and salvage data.

“Information from NMVTIS will add to the reports that savvy consumers already use as part of their research when considering the purchase of a vehicle,” said AAMVA President and CEO Neil Schuster. “With NMVTIS Consumer Access, consumers will have real-time and reliable access to the title histories of most of the motor vehicles they plan to buy.”

Implementing NMVTIS Consumer Access requires participating organizations to enter into an agreement with AAMVA which governs what vehicle data would be provided, as well as fees charged to the organization. Once a contract is approved, an organization can begin implementing the technical requirements necessary to communicate with NMVTIS.

Until now, this valuable consumer information was only available among participating state motor vehicle agencies. And AAMVA has been working non-stop to bring more states into NMVTIS everyday thus increasing the value of NMVTIS Consumer Access. Additionally, AAMVA recently completed the development for a pilot project with the U.S. Department of Justice that allows for law enforcement access to the information in the system.  Organizations wishing to participate in NMVTIS Consumer Access should contact Patrice Aasmo at paasmo@aamva.org or at 703.522.4200

NMVTIS is a U.S. Department of Justice system that was initially created as part of the 1992 Anti–Car Theft Act, and designed to prevent title washing and other types of motor vehicle fraud crimes.  State motor vehicle agencies, in partnership with AAMVA and the U.S. Department of Justice, developed this one-of-a-kind technology.  AAMVA has worked with the Department of Justice as the NMVTIS system operator since 1997.

A U.S. Department of Justice (DOJ) cost-benefit analysis indicated NMVTIS has the potential to save consumers from $4 billion to $11.3 billion annually. And in a study, commissioned by the U.S. DOJ, “… the NMVTIS program provides an invaluable benefit to state DMVs and the public community as a whole.”
