Zimmer Joins AAMVA, Departs Judiciary Committee


 

Arlington, VA--Brian Zimmer will join AAMVA as Senior Vice President, Identity Management, on November 13.  Zimmer will be responsible for the overall operation of the association’s Identity Management department, including the development, coordination, monitoring and dissemination of information and programs in the areas of business policy and innovation, technology, standards and international efforts.

This will include guiding the development of an identity management policy for AAMVA; coordinating the activities of the Identity Management staff; serving as the focal point for privacy as it relates to the activities of AAMVA members and the information systems that it operates on behalf of its members; identifying and pursuing potential federal funds and/or grants for the support of special identity management related projects; and establishing and maintaining regular contact with outside stakeholder groups dealing with identity management issues.  He will report to AAMVA’s Chief Policy Officer Tom Wolfsohn.

For the past five years, Zimmer served as Senior Policy Advisor & Investigator for the Committee on the Judiciary, U.S. House of Representatives.  In that capacity, he has investigated issues of concern and conducted oversight of the law enforcement, fraud prevention, border security, counter-terrorism and immigration-related authorities of the Department of Justice, the Department of Homeland Security, the Bureau of Consular Affairs of the Department of State, the Social Security Administration and other agencies.  He initiated hearings on current topics of interest to Judiciary Committee Members, and drafted legislation as requested by Committee and Subcommittee chairmen.  He was the primary Committee staff contact for issues involving the European Union, Mexico, Canada, and for Visa Waiver Program countries.

Among his numerous issues of emphasis have been federal regulation of driver’s licenses, identity documents, and HAZMAT;  interoperable federal law enforcement and biometrics identification, watch list, and terrorism intelligence information systems;  security and biometrics of visas, passports and personal identity verification cards, processes and systems; identity fraud prevention and offender prosecution; voter fraud, election system fraud and HAVA compliance; and FBI  systems and Criminal Justice Information Systems (CJIS) that provide data to federal, state and local law enforcement.

Zimmer participated materially in the drafting and passage of the following laws:  the Real ID Act of 2005, the Intelligence Reform Act of 2004, the Identity Theft Penalty Enhancement Act of 2003, and the Enhanced Border Security and Visa Entry Reform Act of 2002.

From 1995 to 2001, Zimmer served as Automated Procurement Manager, Office of Procurement and Purchasing, Chief Administrative Office, U.S. House of Representatives, where he managed the purchasing and contract management system providing automated acquisition to the House.

During the Vietnam War, Mr. Zimmer was a combat intelligence officer in the U.S. Army.  He earned a B.A. in Political Science from the University of Washington and an MBA in Finance from George Washington University.

Founded in 1933, AAMVA actively promotes traffic safety and uniformity among North American jurisdictions.  Representing chief motor vehicle administrators and law enforcement officials, the association develops uniform programs in driver licensing, vehicle titling/registration and motor carrier services, among others.
