The CDE Program is the basic component of the International Driver Examiner Certification Program. Jurisdictions who wish to participate in the CDE program, must first complete an application for accreditation. The jurisdiction will need to provide to the Board documentation that supports their driver examiner training program. This information is necessary for the International Driver Examiner Certification Board to make a decision as to whether a jurisdiction’s training program will be accredited.

State or provincial accreditation is based on an in-place examiner training program including: principles and standards for driver licensing; Compacts and the Uniform Vehicle Code; public contact and examiner duties and conduct; driver license laws in the individual jurisdiction; and conducting examinations and licensing procedures.
Jurisdictional requirements for accreditation:
- Must be a member jurisdiction in good standing with AAMVA;
- Must successfully complete all accreditation requirements;
- Must meet all requirements of the core check list;
- Must provide refresher training.
Please enclose the following information when applying for accreditation:
- Cover letter;
- Application Form;
- Contact person for the program;
- Course syllabus (outlining all topics covered and hours of instruction);
- Copy of training manual if different from the AAMVA model;
- Description or outline of all refresher training conducted over a 4-year period (includes any training that applies to testing, i.e., update sessions, dealing with the public, sensitivity training, monitoring, etc.)
Requirements for examiner certification:
- Examiner must complete a minimum of one (1) year of full-time on-the-job performing as a driver examiner actively conducting skills/road tests;
- Examiner must complete the application and pass the required exam;
- Requirements for recertification:
- Examiner must successfully complete forty (40) hours of refresher training over the four (4) year certification period;
- Must conduct a minimum of ten (10) skills/road tests per year;
Response to the Program
Response to the Certification program has been extremely positive since it assures examiner/tester qualifications. The examiners/testers like it because it provides recognition as experts in their field. Administrators like it because it increases operational efficiency through the use of better trained examiners/testers
Following development of the program, the Board went on to develop three additional components: the motorcycle (CME), the commercial (CCE) and the third-party (CTT) programs.
