Procedures for ThirdParty Tester Certification
The certification process for third-party tester personnel involves three steps:
- Training -
Each applicant must have satisfactorily completed your jurisdiction's approved third-party tester training program as administered by you or your authorized contractor.
- Service -
Each applicant must have completed a minimum of one year of satisfactory, on-the-job, performance as a third-party tester.
- This requirement limits application strictly to third-party testers who are authorized to conduct the full compliment of skills tests for the licensing of drivers.
- Even though the approved third-party tester training program has been satisfactorily passed, a tester is not eligible until one year of satisfactory service as a tester has been completed.
- Supervisory, or other personnel that are authorized to conduct road tests, as a part of their assigned duties, are eligible if they have in the past met the requirements of training and one year service as a tester.
- Examination - Each applicant must pass the certification examination in relation to the area of being licensed, as administered by the jurisdiction or its authorized contractor.
- Enclosed is a copy of the certification examination and a copy of the answer sheet that should be used to score completed examinations. It will be necessary to reproduce sufficient copies of the examination to provide one to each applicant. (Provided only after signing the Notice of Joinder.)
- You may utilize other personnel, such as supervisors, to assist in conducting the examinations as you see fit. Protect the integrity of the examination. Provide copies only to applicants taking the examination and collect them upon completion. Applicants should not be allowed the use of reference material during the examination.
- Use of the answer sheet must be strictly limited to scoring examinations. Do not provide copies to anyone for purposes other than scoring. A passing score of 80% is required for CCE. You must answer forty (40) out of fifty (50) questions in Part A and eight (8) out of the ten (10) questions in Part B correctly to successfully complete the examination. Part B only needs to be taken if the applicant is not already CDE certified.
- It is permissible to review incorrect answers with applicant using the examination paper to indicate the question missed. Do not allow the applicant to retain a copy of the examination paper.
- Applicants that do not pass the examination must wait 30 days before being allowed to retake it. Advise the disqualified applicant of training materials and information that could be studied to prepare for re-examination. A second failure, on the certification examination, is considered indicative of a training problem and one that must be corrected. Further examination would not be allowed until additional training has been conducted and the applicant is better prepared.
- Awards - Approved CTT applicants will be issued a certificate, suitable for framing, and a wallet sized identification card. Program lapel pins are available at a cost of $5 each.
- Because of the time required to have names suitably inscribed, please allow 30 days for delivery. Certificates and cards will be mailed to your jurisdiction’s chief motor vehicle administrator for signature and presentation. Examiners/testers must at a minimum conduct 10 skills/road tests per year to be eligible for renewal
- Award certificates will have an expiration date. Certification requires renewal within four years. Renewal will be based upon refresher training programs. Certified testers will be notified of the renewal procedure prior to expiration.
- Lapel pins are available for purchase by Certified ThirdParty Testers. A copy of an order form, describing the insignias and costs, is enclosed for your information.
