When a law enforcement officer pulls over a foreign national, there are some challenges and potential problems. The driver is usually pulled over for a traffic violation and may speak little or no English. Due to the trying circumstances, the officer may just take the path of least resistance and let them go, without further action. The driver is rarely examined for any potential criminal activity and the traffic stop is not documented. The officer has no real way to validate the driver’s license and no way to determine if the driver is an undocumented illegal alien vs. a tourist visiting the country. In addition, there is a perception that issuing a citation is not effective if the driver is visiting because the driver will have returned to their country of origin before the court date. The officer may be unfamiliar with the documents that allow foreign nationals to drive legally in their jurisdiction, and not sure which documents may validate their identity and legal presence. AAMVA has created a workflow resource card that was designed to assist officers with a method to conduct a roadside stop involving foreign nationals. In addition, examples with a brief explanation of documents that may be encountered are provided. This webinar will provide information to eliminate confusion and raise the confidence level of the law enforcement officers making an appropriate decisions and safe roadside stop. |

When we think of DMV fraud, we typically think of the criminal who wants a driver license for illicit purposes, or the felon who attempts to wash a title to sell a damaged vehicle. In reality, this kind of fraud - that perpetrated by an outside entity are only a piece of the problem. The unfortunate reality is that “internal” fraud ‐ fraud perpetrated by internal players ‐ also exists in DMV agencies, and in fact may be just as big of a problem if not more so as external fraud. Immigration and Customs Enforcement has identified a growing trend in which DMV employees exploit their positions to sell genuine DMV‐issued identification documents for financial gain. These employees have access to the tools and technology ‐ computers, cameras, laminators, government seals and card stock ‐ that allow them to issue genuine documents under false pretenses. Criminal and terrorist organizations value high‐quality, fraudulently issued documents and are more than willing to bribe DMV staff to obtain them. The reality is that the risk of fraud can never be completely eliminated and any attempt to do so would be cost prohibitive. During this webinar learn about a few of the many tools a DMV can utilize to deter and detect internal fraud. Hear about manual processes as well as technology solutions that assist in the battle against fraud. Learn what one state did to combat a growing fraud problem and how partnerships with outside entities can help curb fraud and go after those who fail to follow the rules. | |
