This webinar will include a showing of the 12-minute training video "18-Wheels & Busted", a video intended to persuade law enforcement executives to make commercial vehicle enforcement a priority within their traffic safety mission as well as encouraging officers to engage in that activity while providing guidance on how to do so efficiently and safely, without needing specialized commercial vehicle enforcement training.
The webinar will also include one state's experience in utilizing the video and what results have been experienced or anticipated. The webinar will conclude with an opportunity for participants to ask questions of the presenters. |

Until now, there has been an absence of scientifically valid evidence proving first offenders are as likely to re-offend as second offenders, and therefore there should be no laws that distinguish first offenders as less dangerous or given lenient considerations in law. William Rauch, PhD will present the findings of a study, based on an analysis of over 100 million driver records that shows the recidivism rate of first offenders closely resembles that of multiple offenders. |

The eID frontier - Government agencies at all levels face challenges with respect to their dependence on identification – both as it relates to the issuance of credentials and then the privileges that those make available to the individual who has obtained them. As has been referenced in other similar efforts, several of the privileges that these credentials afford citizens are access to federally funded programs. However, issuance remains program-specific and has redundancy issues for many of the impacted agencies. In issuing an electronic (digital) identity, built with multi-platform options, the aim is to yield an outcome that results in a more efficient and convenient system for all stakeholders (issuing authorities and relying parties). AAMVA’s Card Design Standard Committee in response to this has been working on an updated version of the DL/ID standard as well as participating in standards development related to identity proofing and verification. |

This webinar featured a presentation from Terrafugia, Inc. (www.terrafugia.com), which has developed and is marketing a multi-functional vehicle known as the Transition®. It is a multifunctional vehicle which can operate as an aircraft but is also fully capable of operating on public streets and highways. This vehicle is being built to meet the FAA Light Sport Aircraft (LSA) certification standards. It has been classified by EPA as an aircraft and therefore exempt from the Clean Air Act. It has also been classified by NHTSA as a multi-purpose passenger vehicle, and will have certification labels from both NHTSA and EPA. It will have a conforming 17-digit VIN and VIN plate, and will meet the Federal Motor Vehicle Safety Standards (FMVSS). The webinar also provided an opportunity for attendees to address questions to the speaker. |

Discussion focused on how the 2008 Guidelines for Motorcycle Operator Licensing has been expanded to encompass recommendations for license waiver programs for rider education and for integrating motorcycle rider education and licensing. The Webinar provided strategies on how jurisdictions can reduce motorcycle crashes and fatalities through interagency cooperation, judicial and law enforcement outreach programs and public education.
There was discussion on the different elements of the motorcycle licensing system and how jurisdictions can obtain the resources to incorporate the different recommendations and general principles into their everyday operations.
There was also discussion on the definition of a motorcycle for registration purposes in regards to all two and three-wheeled vehicles including skills testing practices. |
