When we think of DMV fraud, we typically think of the criminal who wants a driver license for illicit purposes, or the felon who attempts to wash a title to sell a damaged vehicle. In reality, this kind of fraud - that perpetrated by an outside entity are only a piece of the problem. The unfortunate reality is that “internal” fraud ‐ fraud perpetrated by internal players ‐ also exists in DMV agencies, and in fact may be just as big of a problem if not more so as external fraud. Immigration and Customs Enforcement has identified a growing trend in which DMV employees exploit their positions to sell genuine DMV‐issued identification documents for financial gain. These employees have access to the tools and technology ‐ computers, cameras, laminators, government seals and card stock ‐ that allow them to issue genuine documents under false pretenses. Criminal and terrorist organizations value high‐quality, fraudulently issued documents and are more than willing to bribe DMV staff to obtain them. The reality is that the risk of fraud can never be completely eliminated and any attempt to do so would be cost prohibitive.
