12:00 – 1:30 pm Opening General Session AAMVA leadership will formally welcome delegates to Arizona and provide an overview of the workshop. Following the welcome, the keynote presentation will address the necessity for all those involved in highway safety to work together to save lives. AAMVA’s Highway Safety Partners will offer insight and highlight what they are doing to support highway safety initiatives. - Who’s Combating Fraud and How?
Since the events of 9/11 and the Real ID Act, fraud detection and prevention is an even greater issue for agencies that must validate identity and vehicle documents. Fraudulent activity continues to rise and is a challenge for jurisdictions to combat--both externally and internally. Join this open discussion and hear what other jurisdictions are doing to combat fraud and improve security. Speakers include Debra Gile, Special Services Manager, Arizona Department of Transportation; John Herman, Deputy Commissioner, Connecticut Department of Motor Vehicles; Dan Sanders, Arizona Department of Transportation and Robert Burroughs, Assistant chief, Driver License Division, Texas Department of Public Safety.
- Liability Insurance Reporting: What Works?
The need for real-time, accurate liability insurance verification continues to be a significant issue for jurisdictions and the insurance industry. Hear from several AAMVA jurisdictions and the insurance industry about how their liability insurance reporting programs work, lessons learned, and what's in store for the future. Speakers include Loren D. McGlade, Chairman, IICMVA; Lotte Devlin, Deputy Director, Vehicle Services, South Carolina Department of Motor Vehicles; and Tom Loftin, Driver Services Administrator, Wyoming Department of Transportation.
- Trucking Along the Federal Regulation Highway
Join discussions relative to HVUT, alternative highway programs and how they might affect the relative cost responsibility of different user groups. Will the proposed UCR system and fee structure allow adequate time for states to formulate and be responsive to motor carriers? Get an update on NAFTA and other motor carrier-related initiatives. - Attacking Identity Theft Through the DMV
In preparing for full implementation of Real ID, many jurisdictions have looked internally to find ways to protect their agency and combat fraud. Here’s a look at how DMVs attack the fraud problem outside and help their customers. The Federal Trade Commission will discuss how DMV can help guard against ID theft and assist victims of this crime. Speakers include Betsy Broder, Assistant Director, Federal Trade Commission.
- The Causes and Prevention of Crashes
Motorcycle crash rates are averaging 85-90% on state highways. Learn the significant causes of motorcycle crashes and how your jurisdiction can provide remedies through a preview of AAMVA’s new manuals and strategies.
Older Driver Safety: The Big Picture How much of a risk do older drivers pose and what can be done to reduce that risk? This presentation addresses these questions, explores older driver safety in the context of driver fitness, suggests actions regarding at-risk drivers and describes driver safety programs offered by AARP. Speakers include Brett Robinson, Vice President, Highway Safety Services, LLC; Umesh Shankar, Chief, Data Reporting Branch, NHTSA; Andy Krajewski, Program Director, Driver Programs, Maryland Department of Motor Vehicles; and Lori Cohen, Senior Project Manager, Driver Safety, AARP.
- What Role is Technology Playing in Highway Safety?
Technology creates an ever-changing environment. Take a look at automated enforcement being deployed including license plate reader systems, etc. Additionally, hear a discussion on the integrated system deployed in Kentucky, the Integrated Safety and Security Enforcement System (ISSES). Join this interactive session to learn about some of the innovative technologies being used to improve safety on our highways. Speakers include Owen McShane, New York Department of Motor Vehicles and Joe Crabtree, University of Kentucky Transportation Center.

- Real ID: Sharing the Pain and Sharing Solutions
Some state government officials claim that implementing the Real ID Act within the federal government's established timeline is technologically impossible. Share your obstacles and receive information on what other jurisdictions face with problems related to the extensive use of legacy systems that can't adequately interface with other remote systems. Speakers include Darrell Williams, U.S. Department of Homeland Security.
- Vehicle System Modernization – Successes and Lessons Learned
Take advantage of this presentation and discussion of registration and title system modernization efforts undertaken by some of your peers. This is an interactive session intended to share successes as well as lessons learned. Get an update on NMVTIS implementation issues and discuss how system modernization and NMVTIS can compliment each other. Join this interactive town hall discussion on vehicle-related activities happening in jurisdictions and within AAMVA. After a brief update on Vehicle Committee activities, the majority of this session will focus on issues YOU want to discuss. - Bus and Motorcoach Safety
Several recent high profile incidents involving school buses and motor coaches have increased the awareness level for safety. Learn some techniques deployed by states to minimize the potential for a significant event. Hear what the motorcoach industry is doing to promote and improve safety both in the tour industry and for student transportation. 10:30 – 11:30 am Keeping the Pace and Speaking the Lingo “Je ne parle pas d'anglais”; "Ich spreche nicht Englisch". If you don’t understand what these phrases mean, just imagine what front counter employees and law enforcement officials encounter when dealing with non-English speaking customers. Attend this session to hear what officers at the roadside and front counter driver licensing and vehicle employees are doing to address ways to communicate with and assist the non-English speaking members of our population. - Financial Responsibility & Insurance (meeting on Nov. 7 only)
The Financial Responsibility and Insurance Discipline session provides an opportunity for members of the FR&I Discipline to meet with counterparts from around the United States and Canada to discuss topics such as electronic insurance verification, insurance fraud, commercial vehicle insurance reporting, NAIC standards for reducing uninsured motorist rates, etc. Additionally, there will be a jurisdictional roundtable and the opportunity to meet with insurance partners. - Driver Licensing & Control
The AAMVA Driver Licensing & Control Discipline session will conclude no later than 5 p.m. on Nov. 8. This session provides an opportunity for driver licensing officials to discuss issues of mutual interest. Time is slotted for questions and discussion. Topics include, but are not limited to, motorcycle training/motorcycle testing, GDL programs, older drivers, administrative hearing programs, MCSIA implementation, out-of-state conviction reporting, upcoming CDL regulations, and other topics of interest to driver licensing personnel. Time is also being set aside for driver licensing personnel to highlight successful programs within their agency as well as request input from others in attendance on issues of concern. - Information Technology
The AAMVA Information Technology Discipline session will provide an opportunity for IT professional to network on issues of mutual interest. Time is slotted for questions and discussion. Topics include, but are not limited to, IT impacts of the Real ID Act, lessons learned from jurisdictions that have recently implemented a new system or are in the planning stages, a project management workshop, business continuity planning, various methods of service delivery to DMV customers, imaging and document management, and security. - Law Enforcement (meeting time 1:00 - 5:30 pm)
The AAMVA Law Enforcement Discipline session will provide an opportunity for law enforcement officials to network on issues of mutual interest. Time is slotted for questions and discussion. A separate session will be provided specifically for law enforcement to highlight successful programs within their agency as well as request input from others in attendance on issues of concern. Topics include teen and older drivers, theft and fraud (internal/identity/auto/document), belts/booze and speed, and new technologies to aid law enforcement. - Motor Carrier Services
Join your counterparts from across the United States and Canada and the motor carrier industry for the Motor Carrier Services Discipline breakout. Discussion will focus on the many issues facing the MCS community with the opportunity for open dialogue on issues such as UCR, HVUT, various ITS programs geared at improving data quality and accessibility. Efforts, started at last year's workshop, to improve data access and quality of the data available to law enforcement at the roadside will continue. - Vehicle Registration & Title
Join your counterparts from throughout the United States and Canada, as well as other interested stakeholders, for this one and a half day discussion of vehicle-related issues being faced by DMV administrators. This interactive breakout will provide the opportunity to discuss a number of timely issues as well as provide an update on issues you are facing. - Vehicle Safety Inspection
The AAMVA Vehicle Safety and Inspection Discipline session will provide an opportunity for those who work in the vehicle safety and inspection community to network on issues of mutual interest. Time is slotted for questions and discussion. A separate session will be provided specifically for safety and emissions inspection administrators to highlight successful programs within their agency as well as request input from others in attendance on issues of concern. A tentative list of topics include: the future of emissions and safety inspections, on-board recorders, safety implications of after-market front bumper structures, value of catalytic converters and the theft, and lighting Issues. A special session will deal with the revitalization of the discipline area and how to provide more value to the members.
