Best Practices for Graduated Driver Licensing: United States

AAMVA has released a new report, "Graduated Driver License Best Practices" authored by Karen Morton, AAMVA.

The report, released in September 2009 describes best practices for graduated driver license (GDL) programs for new drivers in the United States. It is intended to set standards for the development of new programs in the United States and for enhancing the effectiveness of those already in place. Download the complete report.

TIRF released a report in November 2005, “Best Practices for Graduated Driver Licensing in Canada” authored by Daniel Mayhew, Herb Simpson, and Deanna Singhal.

The report describes best practices for graduated driver licensing (GDL) programs for new drivers in Canada. It is intended to set standards for the development of new programs in Canada and for enhancing the effectiveness of those already in place. View and download more information

Graduated Licensing: A Blue Print for North America (January 1999)

Many Jurisidctions in the US and Canada have adopted graduated licensing , an increasingly popular approach to reducing ne drivers' risk of collisions, and many more are considering it. Such an approach is needed becuase of the extremely high crash rates among new drivers, especially young ones. In the US, 16-year olds have almost 10 times the crash risk of driversages 30-59 and almost 3 times the risk of older teenagers. Download the complete report

AAA GDL Guidelines

Graduated driver licensing (GDL) systems are designed to teach novice drivers how to drive incrementally by controlling their progression towards full unrestricted driving. The system ensures that new drivers accumulate behind-the-wheel experience in low-risk settings. Typically, novice drivers progress through the following three stages: the learner’s permit stage, a restricted or probationary license stage, and the full license stage. Download the AAA's guidelines (2007).
