A uniform method for determining the rate of uninsured motorists has been explored by the Financial Responsibility and Insurance (FRI) Discipline and the insurance industry in the past--a single method all parties could agree to has still not been found. Today, different rates of uninsured motorists are still being claimed within each jurisdiction, depending on who you ask. The FR Discipline will examine the merits of each method, and develop a method for determining uninsured motorist rates that could be recommended on its merits to each jurisdiction. A uniform method would allow jurisdictions, legislators, and insurance industry to more accurately evaluate the effectiveness of programs in different jurisdictions. If a single method cannot be agreed to, the discipline would like to identify a minimum set of data elements that should be collected. These elements would allow the calculation of comparable estimates for each jurisdiction.
A report was finalized in 2002 that developed four methods to verify the uninsured motorist rate in a jurisdiction in the same manner.
Four methods to calculate the uninsured motorist rate in your jurisdiction were identified and defined:
1. Database Method
2. Random Sampling Method
3. Law Enforcement Method
4. Crash Statistics Method
