The European Union has developed one of the largest Web sites in the world. To facilitate navigation through the Web site, the main Web pages listed here contain information on driver licensing in the European Union. Starting with the European Commission, which is responsible for developing regulations and setting requirements.

Security, safety and free movement

On Oct. 22, 2003 the European Commission proposed a revision of European legislation on driving licenses to reduce possibilities of fraud, ensure a true freedom of movement to European Union drivers and reinforce road safety. More than 80 different driving license models with different entitlements and validity periods are currently circulating in the Member States. Hardly any proper enforcement of driving licenses is possible. It is time to equip European drivers with anti-fraud driving licenses guaranteeing their right to drive vehicles for which they have the required qualifications. This will also facilitate the work of the administrative and enforcement authorities, and should contribute to reinforce safety on European roads.
