Federal Motor Carrier Safety Administration (FMCSA)
The Federal Motor Carrier Safety Administration was established within the Department of Transportation on Jan. 1, 2000, pursuant to the Motor Carrier Safety Improvement Act of 1999 [Public Law No. 106-159, 113 Stat. 1748 (Dec. 9, 1999)].
Formerly a part of the Federal Highway Administration, FMCSA’s primary mission is to prevent commercial motor vehicle-related fatalities and injuries. Administration activities contribute to ensuring safety in motor carrier operations through strong enforcement of safety regulations, targeting high-risk carriers and commercial motor vehicle drivers; improving safety information systems and commercial motor vehicle technologies; strengthening commercial motor vehicle equipment and operating standards; and increasing safety awareness.
National Highway Traffic Safety Administration (NHTSA)
NHTSA, under the U.S. Department of Transportation, was established by the Highway Safety Act of 1970, as the successor to the National Highway Safety Bureau, to carry out safety programs under the National Traffic and Motor Vehicle Safety Act of 1966 and the Highway Safety Act of 1966. NHTSA also carries out consumer programs established by the Motor Vehicle Information and Cost Savings Act of 1972.
NHTSA is responsible for reducing deaths, injuries and economic losses resulting from motor vehicle crashes. This is accomplished by setting and enforcing safety performance standards for motor vehicles and motor vehicle equipment, and through grants to state and local governments to enable them to conduct effective local highway safety programs.
NHTSA has a toll-free Auto Safety Hotline to provide recall information, receive motor vehicle SAFETY complaints and furnish consumers with a wide range of information on auto safety. The Hotline operates from 8 am to 10 pm Eastern Time, Monday thru Friday. Calls can be received during non-business hours by means of a sophisticated automatic telephone answering service. A Spanish speaking operator is available from 8 am to 4 pm.

Canadian Council of Motor Transport Administrators (CCMTA)
CCMTA, AAMVA's sister organization, is a non-profit organization comprising representatives of the provincial, territorial and federal governments of Canada, which, through the collective consultative process, makes decisions on administration and operational matters dealing with licensing, registration and control of motor vehicle transportation and highway safety. It also comprises associate members whose expertise and opinions are sought in the development of strategies and programs.
In support of the Council, the Secretariat acts as a neutral and independent coordinating and support body. In addition, the Secretariat manages a communications network, called the Interprovincial Record Exchange system, which is used by the governments for better business efficiencies in the areas of driver licensing and vehicle registration. The Secretariat uses the network to provide data access services to third parties on behalf of governments.

The European Commission: Commercial Driver Licensing
As of Jan. 1, 1993, any road operator wishing to carry goods or passengers internationally – that is to say between at least two Member States – must hold a Community driving license issued by the Member State in which he resides.
This document gives the operator unlimited access to the whole of the single market. To obtain it, he must meet a number of conditions set in part by the Member States themselves.
One condition, however, is binding on all 15 Member States: they must enforce the requirements of the European Union directive on admission to the occupation of road haulage operator or road passenger transport operator.
Commercial Vehicle Safety Alliance (CVSA)
CVSA is a non-profit organization of federal, state, and provincial government agencies and representatives from private industry in the United States, Canada and Mexico dedicated to improving commercial vehicle safety. The Alliance serves as the major focal point for bringing together state/provincial officials with truck/bus industry interest and federal governments in a unique discussion and problem solving interchange.
