Digital Image Exchange
Task 8 will allow jurisdictions to obtain digital images from the jurisdiction that issued a driver license, permit, or an ID card. This will allow the jurisdiction’s clerk to confirm that the person submitting the identification document matches the one on the driving record. In applications that provide multiple potential matches on drivers, this capability will assist the inquirer in identifying the correct match. Besides manual checks, the inquirer may also analyze the images using an automated process, such as facial recognition software.
While the focus of the pilot project is the exchange of facial images, the system will provide the design and protocols for sending any image, such as photos of a person, digitized signatures or other images.
The most common usage of the transactions will be to validate out-of-state licenses submitted to a jurisdiction when a driver applies for a license in a new jurisdiction. In addition, the images will be available for receipt during ad-hoc status and history requests. To the greatest extent possible, advantage will be taken of existing message formats for the request for the digital image.
