I. Pre-proposal
a. Short summary of the proposed project
b. Used to see if the funding agency is interested
c. Contains the basics of the proposal, but in less detail.
II. Problem Statement
a. Brief description of the problem the project will address
b. Use data to establish the significance of the problem
c. Be sure the problem directly relates to the proposed solution
III. Proposed Solution
a. Specific tasks to be carried out in the project
b. Describe how the tasks will affect the problem
c. Provide sufficient detail for the reviewer to determine that the activities will have an impact on the problem.
IV. Objectives
a. Measurable outcomes of the project
b. Should be outcomes, not tasks
c. Include the time in which the objectives will be accomplished
d. Be ambitious, but realistic
V. Budget
a. Specify each project expenditure (usually on a form specified by the grant source)
b. Items can be grouped together (such as office supplies or fringe benefits)
c. Provide a narrative describing how each expenditure relates to the proposed activities.
VI. Evaluation
a. Describe how the outcome of the project will be evaluated.
b. Explain the criteria for judging the success of the project.
VII. Personnel
a. Provide a description of the capability of the agency to conduct the project.
b. Provide a brief description of the qualifications of key project personnel.
