On-Line Verification of Driver Licenses, Permits and ID Cards
Task 7 will enable private sector, governmental entities and law enforcement to query motor vehicle departments about the accuracy of information found on the driver's license/identification document (DL/ID). The system will verify printed information while maintaining privacy of the customer's driving and other personal information not pertinent to the query by returning only "match / no match information." Example: "Does this customer number and birth date belong to this name? (Information Matches / Does Not Match.)"
The following are provided by the requester (NOTE: the method of extracting this information is outside the scope of the effort):
- Jurisdiction of Issue
- Document Type (DL, Permit, or ID)
- Document Number
- Last Name, as it appears on the document
- Date of Birth (DOB), as it appears on the document
- Issue Sequence Number, if available
The jurisdiction will locate the document on its database and verify the last name and DOB match exactly. Also, the licensing status will be checked.
- If all validation is successful, a 'match' response is returned.
- Additionally, if the requester is one requiring information on the driver's licensing status (e.g., the end user is a car rental company), both the non-commercial and commercial licensing statuses will be included.
- If any of the validations fail, a 'no match' response is returned with no indication of the reason.
- Even if the document is located and the last name and DOB match exactly, if either (or both) of the licensing statuses is 'RPD' (Reported Deceased), a 'no match' will be returned.
