Driver Licensing and Control Discipline Driver Fitness Working Group

Goals and Objectives   

  1. To coordinate, conduct and promote activities to better assess driver fitness, including medical conditions and older driver concerns.
  2. To evaluate best practices for the screening and assessment of functionally impaired drivers.
  3. To assist national and international projects whose activities have impacts on departments of motor vehicles e.g.:
    • National Highway Traffic Safety Administration’s (NHTSA) review of Medical Advisory Boards
    • American Medical Association’s (AMA) Physician’s Guide on Assessing and Counseling Older Drivers
    • AAMVA’s GrandDriver implementation
    • Other organizations and projects as identified.
       
  4. To improve licensing renewal practices that may assist detection of functionally impaired drivers e.g.:
    • vision requirements,
    • renewal periods and methods (e.g. Web, phone),
    • physical and cognitive testing and procedures.
       
  5. To evaluate standards for ensuring drivers’ continued fitness to drive, including:
    • periodically review functional status of drivers identified as needing monitoring,
    • referrals for remediation and/or mobility options,
    • restriction(s) of drivers where needed.
