DHS Gives Notice of Privacy Act System of Records 

To provide expanded notice and transparency to the public, the Department of Homeland Security (DHS), U.S. Customs and Border Protection gives notice regarding the Automated Targeting System, which is the enforcement screening module associated with the Treasury Enforcement Communications System and was previously covered by the Treasury Enforcement Communications System “System of Records Notice.” This system of records is subject to the Privacy Act of 1974, as amended (5 U.S.C. 552a). The Treasury Enforcement Communications System is established as an overarching law enforcement information collection, targeting, and sharing environment. This environment is comprised of several modules designed to collect, maintain, and screen data, conduct targeting, and share information. Among these modules, the Automated Targeting System performs screening of both inbound and outbound cargo, travelers, and conveyances. As part of this screening function, the Automated Targeting System compares information obtained from the public with a set series of queries designed to permit targeting of conveyances, goods, cargo, or persons to facilitate DHS’s border enforcement mission. The new system of records will be effective Dec. 4, 2006, unless comments are received that result in a contrary determination. NASPO Offers Certification Class 

The North American Security Products Organization (NASPO) is offering a one-day workshop on certification that is open to nonmembers on Nov. 28, 2006. The price for nonmembers is $495. Details on the location and hotel in Santa Clara as well as an electronic registration and payment system are all available in the top left-hand corner of www.naspo.info. The price includes a copy of the ANSI/NASPO Security Assurance Standard, valued at $195.

EAC Posts Voter's Guide and Best Practices on Provisional Voting 

The U.S. Election Assistance Commission (EAC) has posted two new items to its Web site. "A Voter's Guide to Election Day" provides a look "behind the scenes" at preparations for Election Day. It provides a snapshot of what happens on Election Day and contains questions/answers and additional information to assist the media, candidates, voters, and voter advocacy groups. EAC encourages you to review this guide and to celebrate democracy by casting your vote on Tuesday, Nov. 7, 2006. "Best Practices on Provisional Voting" offers the latest information as a complement to Advisory 2005-06 and as best practices to guide states as they administer the provisional balloting process.

FHWA Seeks Comments on Information Collections 

The Federal Highway Administration (FHWA) invites public comments about its intention to request the Office of Management and Budget’s (OMB) approval for two new information collections. Submit comments by Jan. 2, 2007. Identify comments with DOT DMS Docket Number FHWA-2006-26127 at http://dms.dot.gov. For more information, contact Kenneth Petty at (202) 366-6654 or Jody McCullough at (202) 366-2825. Information collections are related to the Transportation, Community, and System Preservation Program Grant, which provides funding for the Transportation, Community, and System Preservation (TCSP) Program. The TCSP Program is a comprehensive initiative of research and grants to investigate the relationships between transportation, community, and system preservation plans and practices and identify sector-based initiatives to improve such relationships. States, metropolitan planning organizations, local governments, and tribal governments are eligible for discretionary grants to carry out eligible projects to integrate transportation, community, and system preservation plans and practices.

SSA Proposes New System of Records and Routine Uses 

In accordance with the Privacy Act (5 U.S.C. 552a(e)(4) and (e)(11)), the Social Security Administration (SSA) is issuing public notice of intent to establish a new system of records, entitled the Identity Management System, 60-0361, and routine uses applicable to this system. Hereinafter, the proposed system of records is referred to as the IDMS system. SSA invites public comment on this proposal. SSA filed a report of the proposed new IDMS system and proposed routine use disclosures with the Chairman of the Senate Committee on Homeland Security and Governmental Affairs, the Chairman of the House Committee on Government Reform, and the Director, Office of Information and Regulatory Affairs, Office of Management and Budget on Oct. 26, 2006. The proposed IDMS system and proposed routine uses will become effective on Dec. 5, 2006, unless SSA receives comments warranting them not to become effective. DOT Highways for LIFE Grant Deadline Extended 

The FY 2007 application deadline for Highways for LIFE (HfL) grants has been extended to Jan. 30, 2007. The HfL application for FY 2007 has also been revised. The purpose of the HfL program is to accelerate adoption of innovations and technologies, thereby, improving safety and highway quality while reducing congestion caused by construction. Assistance is provided to state transportation agencies as an incentive to use and/or evaluate proven innovative technologies and practices in the construction of highways.The proposed project must construct, reconstruct, or rehabilitate a route or connection on a federal-Aid highway eligible for assistance under Chapter 1 of Title 23, U.S. Code and the project must use innovative technologies, manufacturing processes, or contracting methods that improve safety, reduce congestion due to construction, and improve quality. 

FHWA Posts Proposed Rulemaking on Temporary Traffic Control Devices 

The Federal Highway Administration (FHWA) proposes to supplement its regulation that governs work zone safety and mobility in highway and street work zones to include conditions for the appropriate use of, and expenditure of funds for, uniformed law enforcement officers, positive protective measures between workers and motorized traffic, and installation and maintenance of temporary traffic control devices during construction, utility, and maintenance operations. The proposed changes are intended to decrease the likelihood of fatalities and injuries to workers who are exposed to motorized traffic (vehicles using the highway for purposes of travel) while working on federal-aid highway projects. This proposal is in response to section 1110 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Public Law 109-59, 119 Stat. 1227. Comments must be received on or before Jan. 2, 2007.
