South Carolina to Implement Electronic Liens and Titles Program

Beginning Jan. 15, 2007, the South Carolina Department of Motor Vehicles (SCDMV) will begin exchanging title and lien information through secure network connections with select financial institutions as part of the Electronic Liens and Titles (ELT) program.

The ELT program will provide a more timely exchange of data for SCDMV, improve information accuracy, reduce the use and control of secure forms and cut down on mailing and printing costs. The program will also benefit lien holders by reducing title fraud, the number of lost titles and duplicate title requests, physical storage requirements and manual workload.

"The ELT program will reduce our processing time and help us provide faster and more accurate title services,” said SCDMV Director Marcia Adams. “As new  companies join the program, we will begin eliminating much of the paper process,  which is often very slow and cumbersome. This program will make a big difference for both South Carolina citizens and our business customers.”

Decision Dynamics Inc. (DDI) is currently marketing its Premier eTitle Lien™ program to banks, credit unions and other financial institutions with help from its partner, the South Carolina Bankers Association.
