Border Security: Fraud Risks Complicate State's Ability to Manage Diversity Visa Program 

On Sept. 21 the Government Accountability Office (GAO) released a review of the Diversity Visa (DV) program. The report showed that there are significant fraud risks in the DV program, and suggested that the Department of State compile better data on known fraud in the DV program to develop a strategy to address fraud risk. International Chiefs Pick WSP as Best State Police Agency 

The International Association of Chiefs of Police (IACP) has selected the Washington State Patrol as the best state police agency of its size for the year 2006. Each year the IACP conducts the “National Law Enforcement Challenge,” rating agencies by enforcement of laws relating to speed, impaired driving and seat belt use. WSP won amongst state police agencies with between 1,000 and 2,500 commissioned personnel. In 2006, troopers arrested more than 20,000 impaired drivers. More than 280,000 drivers received speeding tickets, up by more than 55,000 over 2005. The award will be officially presented at the IACP’s annual meeting next month. Washington already has a documented 96 percent seat belt use rate, though WSP regularly participates in emphasis patrols to increase that number. House Passes Aviation Bill 

On Sept. 20, the House of Representatives passed a four-year, $68 billion FAA authorization bill by a 267-151 margin. All 151 "no" votes were Republicans. After approving a special rule (H. Res. 664) modifying the bill by adding Science Committee research provisions and Ways and Means tax extension and general aviation fuel tax increases to the bill by a party-line 218-196 vote, the House agreed to eight additional amendments. All except the last were agreed to by voice vote, and the eighth was agreed to by a 418-0 recorded vote.
 
Amendments agreed to:
  1. Oberstar (MN) managers amendment.
  2. LaTourette (OH) amendment regarding an airport in Lake County, Ohio.
  3. Poe (TX) amendment requiring drug testing of foreign repair station maintenance workers.
  4. Shays (CT) amendment requiring a GAO study of market-based strategies for air congestion reduction.
  5. Hastings (FL) for Waters (CA) amendment regarding consolidation of FAA regional offices.
  6. Costello (IL) for Udall (NM) amendment requiring training for airline workers in how to deal with drunk passengers.
  7. Klein (FL) amendment requiring DOT to investigate more consumer complaints.
  8. Neugebauer (TX) amendment requiring the FAA to make public more data regarding wind turbines.
The debate was more notable for what amendments were not offered. Specifically, Republicans chose not to offer a motion to recommit the bill at the end of debate. No motion to recommit the bill was offered, and the House moved straight to the vote on final passage.

DHS Announces TWIC Specifications for Biometrics and Contactless Smart Card Application 

The Department of Homeland Security, through the U.S. Coast Guard and the Transportation Security Administration (TSA), announced the availability of the working specification for Transportation Worker Identification Credential (TWIC) biometric readers and the TWIC contactless smart card application. While application of the TWIC addresses a different population than those outlined in specific AAMVA issue areas, this specification may indicate government intent for biometric identifiers and contactless smart card applications in identity processes. This specification is based on recommendations to the Coast Guard and TSA from the National Maritime Security Advisory Committee (NMSAC), comments from the public following publication of the NMSAC recommendationsand request for comment and the government’s review of the NMSAC recommendations. NHTSA Releases "Fatal Two-Vehicle Motorcycle Crashes" Report 

On Sept. 20, NHTSA released a report on fatal two-vehicle motorcycle crashes. The purpose of the report was to utilize FARS data to analyze the trends and characteristics of these crashes and identify possible factors relating to the drivers involved in them. You can access the report at NHTSA's Web site. If you have any questions about the report, contact Umesh Shankar at umesh.shankar@dot.gov.

GAO Reports on Homeland Security 

On Sept. 18, the Department of Homeland Security released a progress report on Implementation of Mission and Management Functions. The report was made in an effort to evaluate DHS's progress over the last 4 years. The report shows that DHS has seen a lot of progress in developing plans and programs, but has seen some challenges in the implementation of these efforts. View the entire report online at http://www.gao.gov/new.items/d071240t.pdf.

Foreign Reciprocity Resource Guide Questionnaire 

AAMVA is updating the Foreign Reciprocity Resource Guide (FRRG) to reflect current processes and ensure information is up-to-date. The FRRG is a useful tool for jurisdictions to use when developing reciprocity agreements for the exchange of driver's licenses with foreign countries. Since the FRRG was released in October 2001, reciprocity information and/or processes have changed. For this reason, AAMVA determined it was best to ask jurisdictions to review and provide current data on the various practices used to negotiate, develop and implement reciprocity agreements for driver's license exchange with foreign countries.

 

On Aug. 27, 2007, a questionnaire was sent out to driver's license administrators requesting information crucial to the timeliness of the FRRG document. In conjunction with documentation release, AAMVA will be conducting a CDLIS 4.1.0 Overview for all interested jurisdictions. The purpose of this overview is to provide jurisdictions with a high level description of the differences between CDLIS 4.0.1 and CDLIS 4.1.0, from both a business and technical perspective. AAMVA intends to provide a solid foundation for jurisdictions to proceed with implementation planning tasks to meet near-term timeline expectations.

The CDLIS 4.1.0 Overview will be offered at four different times to allow for maximum exposure and attendance.
