Kentucky Governor Appoints Prather as Governor's Highway Safety Representative

On Jan. 2, 2008, Kentucky Governor Steve Beshear announced the appointment of Transportation Secretary Joe Prather as the Governor's Highway Safety Representative. Prather will oversee Kentucky’s highway safety program, including the issuance of grants to the state's various highway safety partners. The Department of Transportation Safety, within the Transportation Cabinet, is charged with improving highway safety and reducing injuries through education, enforcement and legislation. The department uses highway safety data to identify emphasis areas. It also determines improvement strategies and provides funding to agencies to help reduce highway fatalities. Highway fatalities in Kentucky declined in 2006 for the first time since 1999. So far for 2007, Kentucky’s highway fatality rate has declined even further. With the passage of the federal transportation reauthorization act, the Transportation Cabinet is responsible for the development of the Strategic Highway Safety Plan, the Highway Safety Improvement Program and the Highway Safety Performance Plan. The National Highway Traffic Safety Administration requires the governor of each state to appoint a highway safety representative.
