States interested in implementation of NMVTIS, should contact AAMVA’s Operations and Quality Assurance Department. This department will discuss the best approach to implementation for an individual state. Typically, the “best practices” approach is:
Stage I: Provision of Batch Data
• Populate state VIN and Brand information into NMVTIS
• Regular update of batch information (nightly/weekly)
Stage 2: Stolen Vehicle Inquiry
• Online inquiry into NMVTIS – accesses NCIC mirror image files
Stage 3: Vehicle Title Inquiries
• Online inquiries from state title system to NMVTIS
• Online responses to inquiries from other NMVTIS states
Stage 4: Updates
• Capability to modify, add or transfer information to NMVTIS from your state title system
Things to Think About
- Take advantage of AAMVA resources and work closely with AAMVA on all stages of development.
- Build a good team.
- Plan for continuity of resources.
- Develop a full lifecycle project plan.
- Determine when NMVTIS implementation should occur.
- Determine how NMVTIS will impact current processes.
- Get law enforcement involved early.
- Determine whether to implement in field offices all at once or over time.
- Review policy for making titling decisions.
- Determine how to use NMVTIS data to reduce data entry and time.
- Establish a routine for handling errors, warnings and messages.
- Build in metrics for measuring NMVTIS effectiveness.
- Help desk.
Grants
Periodically, the U.S. Department of Justice (DOJ) offers grants to assist states with implementation of NMVTIS. Currently, there is not a grant available, but we will update our Web site with any information as it may become available.
