    Before a jurisdiction issues a title or other ownership document or record, the SWI can provide information to help the jurisdiction determine whether the ownership documentation presented with the application are valid. The information supports jurisdictions' titling processes for both new and used vehicles. The Anti-Car Theft Act requires each jurisdiction to perform an instant title verification check before issuing a title to an applicant claiming to have purchased the vehicle from an individual or entity in another jurisdiction. The SWI VIN search feature can be used to satisfy this legal requirement. In addition, the NMVTIS best practice is that jurisdictions perform an inquiry before issuing a title or other ownership document or record, whether or not the applicant claims to have purchased the vehicle in another jurisdiction.

    NMVTIS Suspense Resolution for Online States (AMIE Version) - Part 2

    NMVTIS has two third party transactions that involve updates between the central site and multiple states. Because the transactions involve multiple states and the central site, it is possible for a transaction to break down before it completes. Further activity against this title record is greatly restricted until the problem is resolved. This webinar provides instruction as to how to identify and resume suspended transactions. The intended audience for this webinar are NMVTIS Help Desk Personnel, Business Process Analyst and IT System Integrators.

    For a Change State CSOT Undo transaction to complete, both the new State-of-title (SOT) and the old SOT and the VIN Pointer file must process the messages without error and return the appropriate confirmations. A flag stored on the VIN Pointer record tracks the transaction’s progress and is reset to indicate that no CSOT Undo is in progress when the transaction completes. When the transaction fails to complete, the flag reflects an incomplete status, and the transaction is suspended and appears on the suspended transaction report. No further title update activity can occur on the vehicle in NMVTIS until the suspended title is resolved.

    When the transaction is suspended the old and new state-of-title have several possible corrective actions they can take. The condition that indicates a suspended transaction has occurred also provides information regarding the cause of the problem and the appropriate corrective action. The States application should have the capability to redrive messages (using original data) or resend them (using corrected data).

    Before a jurisdiction issues a title or other ownership document or record, the SWI can provide information to help the jurisdiction determine whether the ownership documentation presented with the application are valid. The information supports jurisdictions' titling processes for both new and used vehicles.The Anti-Car Theft Act requires each jurisdiction to perform an instant title verification check before issuing a title to an applicant claiming to have purchased the vehicle from an individual or entity in another jurisdiction. The SWI VIN search feature can be used to satisfy this legal requirement. In addition, the NMVTIS best practice is that jurisdictions perform an inquiry before issuing a title or other ownership document or record, whether or not the applicant claims to have purchased the vehicle in another jurisdiction.

    Imported Vehicles – US Federal Requirements and Challenges for Jurisdictions

    Description: 

    With the influx of vehicles into the United State from Canada, several jurisdictions have asked for information on federal regulations and have questioned some industry practices. Coleman Sacks with the National Highway Traffic Safety Administration  (NHTSA) of the U.S. Department of Transportation will provide very helpful information. NHTSA issues the Federal motor vehicle safety standards (FMVSS), which establish minimum safety performance requirements for motor vehicles.  The agency monitors the importation of motor vehicles for compliance with those standards. Coleman will discuss the requirements for importing vehicles and point out what a State Department of Motor Vehicles should look for before issuing a title to, or registering a vehicle originally manufactured for sale in Canada.

    Before a jurisdiction issues a title or other ownership document or record, the SWI can provide information to help the jurisdiction determine whether the ownership documentation presented with the application are valid. The information supports jurisdictions' titling processes for both new and used vehicles.The Anti-Car Theft Act requires each jurisdiction to perform an instant title verification check before issuing a title to an applicant claiming to have purchased the vehicle from an individual or entity in another jurisdiction. The SWI VIN search feature can be used to satisfy this legal requirement. In addition, the NMVTIS best practice is that jurisdictions perform an inquiry before issuing a title or other ownership document or record, whether or not the applicant claims to have purchased the vehicle in another jurisdiction.

    Description: Problem:
    Victims of human trafficking have challenges with establishing themselves back into society under their true identity as they lack proper identification to obtain government issued driver’s licenses (DL) and ID cards.  Because victims may lack proper identification they may not obtain legitimate employment, they may not qualify for government benefits, they may be prohibited from opening bank accounts or obtaining loans, and may not be able to obtain housing.   This may make it almost impossible for victims to turn their lives around resulting in the tragedy of a return to their previous lifestyle.
    Facts:
    Some victims come from families where they were never given their proper identification documents or the trafficker has taken all their identity documents;  ie…. birth certificate, social security card, state DL or ID, immigration documents.   Victims may have never been issued a state DL or ID or they may have been issued official government issued DL/ID’s in false identities provided by traffickers.  Arrest records and driving records of victims may be in false identities.   To obtain identification, one needs identification and how do you get it when you don’t have it and aren’t able to get it?
    How DMV’s Can Help:
    DMV’s can help find resolutions to the problem by offering guidance and assistance to victims in order to help them regain their true identities.  DMV’s can work with partner agencies (social security, vial records, USCIS, Department of State, victim advocacy groups, etc.) to help victims obtain breeder identification documents and be advocates for the victims.

    The State Pointer Exchange Services platform (SPEXS), which supports both CDLIS and the new State-to-State (S2S) requirements, recently went live earlier this month.  From time to time, individual states will upgrade to take benefit of the expanded S2S functionality.  The first state coming on board will be Wisconsin.  This will occur over the weekend of August 8th.  Regular Central Site availability between the evening of Saturday, August 8th and early morning of Monday, August 10th will be affected.  More specifically, there may be periods during which the Central Site is in inquiry-only mode, and there may be periods during which the Central Site is unavailable (over and above the regularly scheduled maintenance window of 2am to 5am on Sunday). This webinar will cover in detail the impact to the CDLIS users.

    A high assurance credential securely binds together a token and an identity proofing process. The source of identity proofing data for the majority of those credentials is second hand data, but does it need to be? This inconsistency hinders the ability of various stakeholders to locate and use the information necessary to perform their necessary functions in an efficient manner. The RICS WG has developed recommendations for standardizing data elements for vehicle registration documents and the format in which they should be presented. Similarly, standardized data elements for insurance identification cards and the format in which they should be presented are also recommended.
    Finally, this best practices guide discusses in Section Six considerations for moving from paper vehicle registration documents and insurance identification cared to the electronic presentation of both.

    With the aging population, there is increased pressure and responsibility on DMV’s and physicians to address medical fitness to drive. This is because of the strong association between age and impairing medical conditions. Drivers with a cognitive impairment, due to illnesses such as Alzheimer’s disease or other forms of dementia, represent a large and important segment of the medically impaired driving population. Unfortunately, drivers with cognitive impairment also present special challenges in terms of identification and assessment of fitness to drive. The lack of a valid and reliable screening tool for identifying cognitively impaired drivers has added to the challenge. The SIMARD MD was developed to address this deficiency. The SIMARD MD provides DMV personnel and physicians with a scientifically-based tool to assist in the identification of cognitively impaired drivers whose driving skills may have declined to an unsafe level. The paper and pencil tool is easy to administer and score, and has cut-off scores that have been validated against an evidence-based driving evaluation.

    This Webinar will present the findings and recommendations in the Best Practice document produced by the Suspended and Revoked Working Group (SRWG). The suspended driver problem causes issues throughout motor vehicle administration, law enforcement, and society as a whole. Research conducted under the auspices of this working group supports a new policy paradigm that ceases the practice of suspending driving privilege for non-moving offenses that have nothing to do with highway safety. 

    This webinar will highlight how drivers license and law enforcement administrators can partner together and address this issue with their state legislature to reduce the number of suspended drivers by up to 39%. Sample legislation is also provided to serve as a foundation for jurisdictions to draft their own legislative proposals to eliminate suspensions for non-highway safety reasons.  Based on data in the SRWG research, state licensing authorities, law enforcement, the courts and prosecutors within state’s that are successful in passing such legislation will realize significant reductions in caseload as well as direct and indirect administrative costs.

     This Webinar will present the findings and recommendations found in the Best Practice document produced by the Automated License Plate Reader (ALPR) Working Group. The document, titled “Improving Automated License Plate Reader Effectiveness through Uniform License Plate Design and Manufacture” was published on August 20, 2012.

    Inconsistent business rules between jurisdictions in the design and manufacture of license plates result in “misreads” by ALPRs, threatening law enforcement’s ability to identify and apprehend suspected criminals or terrorists, recover stolen vehicles, or assist people in need of assistance. In addition, these inconsistencies hamper the ability of Toll Authorities utilizing All Electronic Tolling to collect revenue critical to our highway infrastructure. Furthermore, Customs and Border Protection’s (CBP) ability to correctly identify vehicles crossing international borders when using ALPR technology is compromised. The establishment of uniform guidelines in support of motor vehicle license plate design and manufacture will provide the consistency needed to take full advantage of ALPR technology.

    Curbing Voter Registration Issues at the DMV

    While the issue of voter identification may have taken center stage this election year, DMV officials have largely left that debate in the hands of their respective policymakers. Closely aligned to that debate is the fact that DMV officials are still required to adhere to the voter registration requirements of the National Voter Registration Act of 1993 (commonly referred to as the Motor Voter Act). For many DMV administrators, compliance with the Act may have several additional implications that need to be considered, and states often have varying levels in their ability to effectively ensure compliance in maintaining proper voter registration information.

    We invited our colleagues at the Pew Center for the States to discuss voter registration issues and their latest proposal regarding aligning DMV data with voter registration data.

It will have a conforming 17-digit VIN and VIN plate, and will meet the Federal Motor Vehicle Safety Standards (FMVSS).     Description: The State to State Verification Service (S2S) is currently being piloted by four states with 11 additional states committed to implementing the service by the end of February 2017.  A large number of states have expressed interest in joining the S2S service after the pilot, making it the most popular driver licensing program in recent memory.  This webinar is being provided as a means for all AAMVA members to become familiar with the service, benefits of using the service and the current status of pilot operations.   AAMVA members can hear perspectives from the four states currently using the service in production, including the level of effort to implement the service, lessons learned to date and advice to states considering implementation of the service.

    Description: Problem:
    Victims of human trafficking have challenges with establishing themselves back into society under their true identity as they lack proper identification to obtain government issued driver’s licenses (DL) and ID cards.  Because victims may lack proper identification they may not obtain legitimate employment, they may not qualify for government benefits, they may be prohibited from opening bank accounts or obtaining loans, and may not be able to obtain housing.   This may make it almost impossible for victims to turn their lives around resulting in the tragedy of a return to their previous lifestyle.
    Facts:
    Some victims come from families where they were never given their proper identification documents or the trafficker has taken all their identity documents;  ie…. birth certificate, social security card, state DL or ID, immigration documents.   Victims may have never been issued a state DL or ID or they may have been issued official government issued DL/ID’s in false identities provided by traffickers.  Arrest records and driving records of victims may be in false identities.   To obtain identification, one needs identification and how do you get it when you don’t have it and aren’t able to get it?
    How DMV’s Can Help:
    DMV’s can help find resolutions to the problem by offering guidance and assistance to victims in order to help them regain their true identities.  DMV’s can work with partner agencies (social security, vial records, USCIS, Department of State, victim advocacy groups, etc.) to help victims obtain breeder identification documents and be advocates for the victims.
