Driver Administrator Town Hall Discussion


Sunday, August 29, 1:30 − 3:00 pm

Join your colleagues in a roundtable discussion on issues central to the driver license process. Topics may include ignition interlock programs and their effectiveness in stopping impaired driving, how to deal with distracted driving, use of the NHTSA Medical Guidelines when dealing with at-risk drivers and how to provide good customer service in the era of shrinking budgets.

Law Enforcement Town Hall Discussion


Sunday, August 29, 1:30 − 3:00 pm
In this session you will meet AAMVA's new Director of Law Enforcement, Brian Ursino. The FBI will provide an update on the AAMVA eXchange for Law Enforcement (AXLE) project and AAMVA staff will provide updates from the Internal Fraud and Suspended & Revoked Working Groups and on the Fraud Emergency Warning System (FEWS). There will also be a "hot topics" roundtable for session attendees to share the most current issues from their jurisdictions. This is an excellent opportunity to find out who is facing similar issues and perhaps learn some strategies and best practices for you to take home.  
Lenny Casper, New York State Police, and AAMVA Law Enforcement Committee Chair will facilitate this town hall discussion.

Vehicle Administrator Town Hall Discussion

Join your fellow vehicle administrators for an open discussion of current issues and future challenges. Come prepared to discuss issues of concern to your jurisdiction and learn from your peers. Facilitated by Vehicle Committee Chair Graham Miner, Prince Edward Island and Keith Kiser, director, Vehicle Programs, AAMVA, this session provides an opportunity for information exchange with colleagues.

Unconventional Vehicles − Mini-Trucks and Other Unusual Vehicles

This session, facilitated by Mark Francis, British Columbia, Unconventional Vehicle Working Group Chair and Keith Kiser, Director, Vehicle Programs, AAMVA, will provide attendees another opportunity to discuss and comment on the Mini-Truck Best Practice document being drafted by the working group. In addition, this session will include an opportunity for you to discuss other unconventional issues you face, come up with possible solutions with the help of your peers and provide recommendations to the working group on future priorities.

CIO Roundtable − Cloud Computing

Why First Offenders Should be Required to Have Ignition Interlocks

Twelve states require an ignition interlock program for all offenders, while other states have been reluctant to pass legislation requiring ignition interlocks for first-time offenders. Until now, there has been an absence of scientifically valid evidence proving first offenders are as likely to re-offend as second offenders, and therefore should be mandated to have ignition interlocks. Dr. William Rauch will present the findings of a study, based on an analysis of over 100 million driver records, that shows the recidivism rate of first offenders closely resembles that of multiple offenders. J.T. Griffin will provide an overview of our ignition interlock "State of the Union" provisions in the current Highway Reauthorization Bill that include proposed sanctions incentivizing states to pass all offender laws and a technology project called Driver Alcohol Detection System for Safety (DADSS) that promises to all but eliminate alcohol-impaired driving in our lifetime. Captain Lenny Casper, New York State Police and Law Enforcement Committee Chair will serve as the facilitator for what promises to be a spirited conversation.

Lessons Learned − OTC vs. Central Issuance

This session will examine the impact of the REAL ID regulations on over-the-counter (OTC) issuance of driver licenses. Come hear how other jurisdictions have made the change from OTC to central issuance and how they overcame the costs and issues associated with converting to a new system.
