  • E-titling’s MCO Authenticates Title (MAT) Service


  • The purpose of the E-Titling is to provide an electronic titling process that could eventually track a vehicle from "cradle to grave". Development and implementation of E-titling is governed and guided by the E-Titling Working Group. One of the E-Titling functions is to verify dealer applications for titles against an electronic record of the Manufacturer's Certificate of Origin (MCO)s, this function is made available through the MCO Authenticates Title (MAT) Service. In the MAT service: 

    1. The MVA submits the details they received on the Title Application to the National Insurance Crime Bureau (NICB).  
    2. NICB looks up the details and returns an indication whether the details matched. The match indication will indicate if there was “a match on VIN, Make, Year and Dealer” , “a partial match when only the VIN matched” or “no match on the VIN”. The details from the electronic record are returned with the match and partial match.
    3. The MVA reviews the response and assesses if there is any condition that would preclude the issuance of a title.  

    The AMIE Specification provides the system specification for the Manufacturer's Certificate of Origin Authenticates Title (MAT) System. It will be used by the following parties:

    1. Developers at Motor Vehicle Agencies (MVA), who design and implement motor vehicle titling systems and
    2. Developers at the National Insurance Crime Bureau (NICB), who build and operate the MAT verification service
          
                                    

    The Business Requirements Document (BRD) is designed to express the behavioral, system, interface and supplemental requirements.  This document provides a high level descriptions of the functions that will be performed in the MCO Authentication of an application for a Title. The document is intended to provide an overview of the MCO Authentication of an application for a Title to the E-titling working group, NICB and any interested parties.

     

                                     

    The AAMVA rate schedules contain fees for the most common types of services and products used by AAMVA customers.

    All rates are effective through September 30th and are subject to change thereafter with 30-days prior written notice.
