The IDEC program was designed as a result of the growing responsibilities being placed on driver licensing personnel. In 1980 AAMVA and NHTSA began the development of an examiner certification program and in 1982, the Certified Driver Examiner (CDE) Program was approved and was ready for jurisdictions to adopt.
The Certification Program is designed to encompass three distinct areas: certified driver (CDE), certified motorcycle (CME) and certified commercial (CCE) examiners. the final component, the certified commercial third party tester (CTT), was established to help upgrade the level of training and to provide an avenue for third party testers to meet the same level of qualifications as jurisdictional personnel. The AAMVA Instructor Guides provide unit lesson plans and instructor visuals for teaching the core subject matter of the AAMVA IDEC training course.
Jurisdictional knowledge of core development and training contributes to the safety of individual drivers on our highways. Security and identification requirements, commercial vehicle laws and reciprocity issues continually change. Sharing information through the IDEC Board allows more information to be shared on training issues.
Requirements for the IDEC Certification:
- Training—applicants must satisfactorily complete the approved examiner training course.
- Service—a minimum one year of satisfactory, on-the-job performance as a examiner is required.
- Examination—each applicant must attain a passing score of 80% or better on the examination.
- Application—after attaining a passing score on the examination, each applicant must complete an application form.
- Awards—approved applicants are issued a certificate and wallet-sized ID card. Annually, the IDEC Board recognizes and awards outstanding examiners through the Examiner of the Year Hall of Fame.
AAMVA provides the certification avenue for jurisdictions to certify their jurisdictional and third-party testers. AAMVA does not certify testers directly. Jurisdictions interested in becoming accredited in any of the program areas may contact Denise Hanchulak.
