The U.S. Department of Health and Human Services (HHS) asked AAMVAnet to document existing organ donation programs within the 51 U.S. motor vehicle agencies, and determine if enough similarity exists among them to allow linking jurisdictional organ donor information to Organ Procurement Organizations (OPOs).
AAMVA's report on the project revealed the DMVs' organ donation programs vary dramatically. Some DMVs provide organ donation cards that are completed by an applicant and are then sent to a third party for recording, while others electronically capture next-of-kin information and record specific organ gifts. The report also revealed that numerous DMVs print organ donation information on the driver license itself.
The final recommendation determined that if a DMV/OPO partnership is to exist, then the OPOs will need to determine exactly what kind of information will be useful for an electronic access application. Once decided, an OPO can then work with its corresponding DMV to define partnership opportunities.
The report was cited by the Kennedy School of Government at Harvard University in its evaluation of State Organ Donor Registry Programs.The report is a public document and is available through HHS' Mary Ganikos.
