Legal Services Driver License Agreement (DLA) Functions 

The AAMVA membership has consistently stressed the need to combine the existing Driver License Compact (DLC) and Non-resident Violator Compact (NRVC) into a single, unified agreement. This approach has culminated in development of the Driver License Agreement (DLA). Since the inception of this project,  the Legal Services DLA Working Group has been tasked in various ways. 

Model Legislation Drafting

The Legal Services Discipline was first asked to develop model legislation to implement the commercial driver licensing program required under the Commercial Motor Vehicle Safety Act in the early 1990s. Since that time, the AAMVA community has consistently sought model legislation and implementation guidance documents from the dicipline to implement federal mandates and address current needs of the jurisdictions.   

Case Law

AAMVA provides copies of state and federal court decisions affecting the motor vehicle community. The Government Affairs Department monitors judicial systems throughout the United States for pertinent decisions and appeals and notes them in this area of the site. Motor vehicle attorneys also send court decisions affecting the motor vehicle community to the Legal Services Discipline. We encourage attorneys to send pertinent cases that would assist jurisdictions with litigation.
