AAMVA Bylaws and Policy Positions

AAMVA operates within the parameters of its bylaws.

AAMVA's membership adopts policies each year at the Annual International Conference.

These policies are intended to provide guidelines for members to use in comparing departmental and administrative procedures, for staff to use in planning programs and answering inquiries, and for others to use in determining official positions of AAMVA.  We hope that they will be helpful to legislators who are considering matters related to motor vehicle administration, police traffic services, and highway safety.

While all of these policies have not necessarily been adopted by each of AAMVA's member jurisdictions, they do represent a consensus viewpoint of state and provincial officials charged with the responsibility for administering these various program areas through the years.

History of Policies

The original volume of AAMVA Policy Statements was compiled in the mid-1960s, under a grant from the Automotive Safety Foundation.  Revisions were published in 1978 and 1982 to reflect changes approved at Annual International Conferences.  Since 1982, this volume has been revised regularly to reflect current policies of the association.
