AAA Foundation Seeks Safety Culture Proposals 

The AAA Foundation has recently identified four long-term priority areas, and is seeking input on projects for the fourth area, Safety Culture. The foundation is looking for 1-2 page "concept papers" which include ideas for types of projects and approaches geared toward breaking through the societal complacency that is hindering our progress in traffic safety. The concept paper may describe a project that you yourself would like to conduct, or a general idea for a type of project for which you would like to see the foundation issue an RFP. Or, anything else that you'd like to suggest. The foundation is also actively seeking recommendations for others who you believe we should engage in this effort. These persons may be from within or outside of what we traditionally think of as the "transportation community" or the "traffic safety community." US-VISIT Assessment Available for Review 

A Draft Programmatic Environmental Assessment (PEA) for the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) Program is available for public review and comment. The assessment examined potential environmental impacts from each of the four strategic approaches to enhancing immigration and border management processes. The draft will be available for public review and comment from Feb. 17, 2006 until March 18, 2006. Copies are available online at http://www.us-visitfacility.us.

Transport Canada Celebrates 10th Year on Web 

Jan. 15, 2006 marked the the 10th anniversary of Transport Canada's Web site. When the Web site debuted in January 1996, it received close to 360,000 visits within the first month. Visitation has grown over time, with the site receiving more than 8 million visitors in 2005. Treasury Board Secretariat is also leading the effort across government to creating an integrated approach to internal and external service transformation for the Government of Canada. The key goals of service transformation will be to establish integrated government services that are accessible through a variety of efficient, single-window service options, based on citizens' needs and preferences; and shared administrative systems that are streamlined and better support government operations and decision-making. Anyone is invited to share ideas about the future of the Web site through the Contact Us page.

FMCSA Withdraws Proposed Rulemaking on Commercial Driver Instruction Permits 

The Federal Motor Carrier Safety Administration (FMCSA) has withdrawn its notice of proposed rulemaking on additional minimum federal standards for state-issued learner's permits that allow drivers to be trained in the operation of commercial motor vehicles (CMVs). The original notice requesting comments was published on Aug. 22, 1990. Since FMCSA determined that the issues addressed do not reflect many initiatives that occurred after publication, the original notice is obsolete and is withdrawn as of Feb. 23, 2006.

AAMVA Announces 6th Annual Capitol Hill Day 

AAMVA is pleased to announce its 6th Annual Capitol Hill Day, taking place March 13-14, 2006. This year, AAMVA will discuss appropriations with members of Congress and their legislative staff for the National Motor Vehicle Title Information System (NMVTIS), appropriations for and regulations implementing the Real ID Act (P.L. 109-13), and the Heavy Vehicle Use Tax (HVUT). AAMVA's profile on Capitol Hill has never been higher and the association requests your presence to help sustain the momentum. Join your fellow administrators as we work for legislation that is favorable to our member agencies. If you are able to attend, AAMVA will be hosting a briefing on March 13 at 3 pm at AAMVA Headquarters. Clay Heil, deputy staff director for the Senate Appropriations Committee, will be the guest speaker. Join your colleagues in meeting with your legislators between 9 am and 3 pm on March 14, followed by a debriefing at AAMVA Headquarters to wrap up the day's events.
