Alberta Updates DL and Registration Rules for Newcomers, Non-resident Workers & Students

The Alberta government has tightened and clarified its rules governing driver licensing (DL) and vehicle registration for new Albertans and non-resident workers and students. Amendments to the Operator Licensing and Vehicle Control Regulation, which came into force July 17, require new residents to apply for DL and vehicle registration within 90 days of moving to Alberta, add new definitions for non-residents, residents and students, and allow cancellation of DLs for errors or misrepresentations on applications and supporting documents. New residents must adhere to the new 90-day rule if they wish to operate a vehicle in the province. The new 90-day period begins when a person moves to Alberta. The previous timeframe was 90 days in 12 consecutive months. The new rule ensures drivers cannot circumvent the 90-day time limit by traveling outside of Alberta. Other non-residents not currently employed in Alberta must obtain an Alberta vehicle registration certificate if their vehicle is located in Alberta for a cumulative period of 183 days or more in a calendar year. Students who move to Alberta to attend school, college or university full-time or who are part of a co-op program of study can use their valid DL and vehicle registration from their home jurisdiction. The previous student definition included a requirement to reside in Alberta for more than three months and did not cover non-Alberta based co-op programs, which may be of a shorter duration than three months.
