Oregon Announces Coming Changes in Issuance of DL/IDs

New laws from both Congress and Oregon lawmakers will create new, additional requirements for Oregonians to get driver licenses, instruction permits, and identification cards (DL/IDs). The 2005 Oregon Legislature passed Senate Bill 640, which the governor signed into law; Congress passed the Real ID Act in May 2005, and the president signed that act into law. Senate Bill 640 gives the Department of Motor Vehicles (DMV) until July 2008 to set up the software and new procedures for centralized issuance and a facial recognition check. DMV may begin the shift toward centralized issuance sometime in 2007. The Real ID Act gives states until May 2008 to comply. Oregon will change to centralized issuance of DL/IDs. This new state law, aimed at combating fraud and identity theft, will require DMV to shift from its current practice of issuing driver licenses at field offices to issuance from a central location. This change is necessary to meet the requirements of Senate Bill 640 for DMV to digitally compare the photographs of customers to photos already on file at DMV. This new procedure will prevent someone from obtaining a driver license, instruction permit or identification card in another person’s name or under multiple names.
