EVVER

The Electronic Verification of Vital Events Records (EVVER) system provides a means to verify information on a birth certificate presented to a jurisdiction DMV by a driver license applicant.

EVVER allows a jurisdiction DMV to send the details on a birth certificate to the National Association for Public Health Statistics and Information Systems (NAPHSIS).

NAPHSIS is an association of public health officials concerned about vital records and health statistics. NAPHSIS makes vital records available to organizations such as the Social Security Administration (SSA).

NAPHSIS will process the request and route it to the issuing jurisdiction Vital Records Agency which will match these details to their records to verify the data on the birth certificate. The issuing jurisdiction Vital Records Agency responds back to NAPHSIS which processes the response and routes it to the requesting jurisdiction DMV with the results of the searches.

The EVVER system scope is limited to those transactions which occur between the requesting jurisdiction DMV and NAPHSIS.

Jurisdiction DMVs have the option of using the traditional Call List/AMIE interface, or they can use the new XML interface. These interfaces are described in the AMIE and the XML specifications, respectively.

RESPONSIBILITIES:

  1. Provide a means to allow a jurisdiction DMV to verify the details on an applicant's birth certificate.
     
  2. Provide a means to allow NAPHSIS to respond to a birth certificate verification request with birth certificate information.

EXCLUSIONS:

  1. Mexican and Canadian jurisdictions will not be included in the initial system.
     
  2. Checking if a death record exists for an applicant is outside the scope of this system.
     
  3. Verification of birth certificates for applicants that were not born in the United States is outside of the scope of this system.
     
  4. Birth certificates for applicants born in jurisdictions that are not part of the EVVER pilot are outside of the scope of this system.

RELEASES OF EVVER:

The initial release of EVVER (release 1.1) was implemented in 2004. A new release of EVVER (release 2.0) will be implemented in 2011. This new release will align EVVER with the enhancements made to the EVVE system by NAPHSIS. A summary of the changes is provided in the Table of Changes in the EVVER AMIE Specification.
