Verifying Employee Eligibility—One Driver at a Time

The RIDE initiative increases the effectiveness of the United States Citizenship and Immigration Services (USCIS) E-Verify (employment verification) program by automating motor vehicle document verification between Motor Vehicle Agencies (MVAs) and the E-Verify user. The voluntary program allows E-Verify employers to verify their new employee's driver’s license, permit, or state-issued ID with the issuing U.S. jurisdiction. The E-Verify system will execute the data verification and only respond to the E-Verify user whether the submitted information matches with the MVA data or not.
USCIS and AAMVA are leveraging existing framework and applications to minimize any impact on participating MVAs. This solution requires no development effort from the MVA.
Financial Incentive
USCIS is offering MVAs a financial incentive to participate in RIDE. The terms of the incentive package are currently under negotiation.

Background
E-Verify is a program operated by USCIS and the Social Security Administration (SSA) which allows an employer to electronically check information that a newly hired employee would submit on their Employment Eligibility Verification Form (Form I-9) against Social Security Administration and Department of Homeland Security databases.
USCIS believes the use of driver’s license data in its employment verification process will significantly improve the accuracy and efficiency of E-Verify in verifying identity and work authorization. Employees who are hired to work in the United States most often use a United States driver’s license and Social Security Card as their documentation for the Form I-9 and the employment verification process.
The ability to accurately and efficiently verify the work status of employees who use their driver’s license depends on verifying driver’s license records from states that are willing to support this E-Verify enhancement.
