The Vehicle Standing Committee identifies, develops, and champions vehicle safety and consumer protection initiatives, and promotes reasonable and uniform best practices and laws throughout member jurisdictions.
The National Motor Vehicle Title Information System (NMVTIS) is designed to protect consumers from fraud and unsafe vehicles and to keep stolen vehicles from being resold. NMVTIS is also a tool that assists states and law enforcement in deterring and preventing title fraud and other crimes.
Consumers can use NMVTIS to access important vehicle history information.

Auto recyclers, junk yards, salvage yards, insurance companies and towing operators that take possession of junk/salvage vehicles, must submit the required monthly reports to NMVTIS through third party organizations that have agreed to provide this service. Reporting can be as frequently as desired, but not less frequently than monthly. The Department of Justice encourages all reporters to submit information to NMVTIS as soon as possible to prevent fraud and theft and to protect consumers.

Direct Reporting for Junk and Salvage
In August 2011, the AAMVA E-Titling Working Group requested the AAMVA Board of Directors consider a member-driven ‘proof of concept’ (POC) for electronic vehicle titling (e-titling) with a goal to demonstrate cost savings, process efficiencies and reduction in fraud by implementing technology and procedures to use electronic records to track a new vehicle from its manufacturer to its first title issuance. The Board approved the project and the Working Group developed the following two deliverables in support of a pilot:
The members chose to focus their efforts through AAMVA to utilize efficiencies through use of existing infrastructure (i.e., network connectivity, NMVTIS and ELT), to develop neutral/standardized interstate transacting and most importantly because the project clearly supports the mission of AAMVA members, dovetailing into 3 of the 4 goals contained in the AAMVA 2012-2014 Strategic Plan.
The approach to the pilot, as defined by the Working group,will focus on the following tenets:
Ultimately, the (POC) was a success and found that the Federal requirement for wet-signature odometer disclosures, and the need for motor vehicle agencies to track chain of ownership but without tools to do so electronically were major challenges identified. In October 2013, the E-Title Working Group made the decision to close out the POC and redirect efforts on solving the E-Odometer challenge.
