Mobile Driver’s License Functional Needs White Paper, Version 0.9

​The topic of “putting a driver’s license (DL) on a cellphone” continues to enjoy much attention in the press. Various initiatives are being undertaken in this area. At this time most are proof-of-concept or exploratory in nature, although production rollouts are occurring too. Interest remains high among a variety of stakeholders, including driver’s license administrators, legislators, vendors, and the general public. This document is a product of the AAMVA Card Design Standard Committee, supported by the AAMVA Electronic Identity Working Group. This document presents these groups current understanding of the conceptual framework and functional requirements associated with a “driver’s license on a cellphone”, or mobile driver’s license (mDL). This document also explores ancillary topics stakeholders may want to consider in connection with mDLs.
