    GENERAL SESSION: Impacts & Implications: How Region 2 Jurisdictions Respond to Natural Disasters
    With thousands of miles of coastline, Region 2 jurisdictions are in some of the most unique situations when faced with hurricanes, flooding, and the spring time threat of tornados. Large scale natural disasters – from Hurricane Katrina more than a decade ago, the Thousand Year Flood of 2015 in South Carolina, Hurricane Matthew off the Southeast Coast, and, most recently, Hurricane Harvey’s devastation in Texas – and the impact they have on citizens is never too far from top of mind for Region 2. Hear from experts of all motor vehicle disciplines and what they learned responding to natural disasters during this moderator-led panel.

    GENERAL SESSION: Jurisdiction Roundtable
    New format! Rather than a report from each jurisdiction, this session will focus on policy issues not otherwise covered in the program. Hear what challenges the jurisdictions are facing and solutions they are developing on topics such as succession planning, gender “X” designations, Internet vehicle sales, system modernization, human trafficking, skills test simulators, biometrics, cognitive impairment screening, and much more.

This session will lay the course by examining challenges facing DMVs and law enforcement, tips for procurement, interstate reciprocity, and model legislation. So, drop your anchor and join us for a real-time demonstration of current mDL programs along with lifesaving tips to keep your project afloat.

    • You Can’t See It, You Gotta Feel It, Oh It’s Shakin’! Transportation Policy for Electric Vehicles
      Do you get a rush when you see your gas light come on? Not to be outdone by their gasoline drinking counterparts, “range anxiety” is a real thing when it comes to electric vehicles. Motor vehicle transportation specialists will join us in discussing the development of a framework for transportation policy conducive to elective vehicles, while making sure people driving all types of vehicles – from hybrids to hydrogen and golfs to gas – are equitably contributing to maintenance and upkeep.

      This innovative session allows participants to travel between small group discussions in order to leave with a robust knowledge of the NMVTIS law enforcement access tool, identity crimes and license fraud, and ways to recognize document fraud.     • Navigating Uncharted Waters: Outreach and Service through Social Media
      If you’re not using it, it’s going to use you. No longer is social media reserved for young adults – 62% of Facebook users are at least 65 years old. Learn how to push your social media presence into new territory by using various platforms for community outreach and customer service. Hear about lighthearted tactics used to spread safety messages, strategies to fine-tune social media campaigns, and methods used to assist customers with their immediate needs. At the same time, however, what should jurisdictions keep in mind when it comes to retaining comments, responding to citizens, or combating negative press in a public forum all while being the authority on information and making sure they’re the ones controlling the message?

    • Taking DMV to the People 
      After almost two days of business, use this session as an opportunity to stretch your legs! Brick-and-mortar DMVs and sterile government buildings will one day be all but obsolete. During this session, talk to some of the boots-on-the-ground staff behind South Carolina’s “DMV to the People” initiative and learn how this team mobilizes mobile units. See the SCDMV’s SHARKs (Self-contained Hazardous Area Response Kits) and CARES (Community Area Response & Emergency Services) vehicle in action during these live demonstrations. 

    • Keep the Sand Out of Your Electronics: eTitles, eOdometer, and eSignature
      This session will focus on how jurisdictions are moving towards an increasingly electronic title world.  With many jurisdictions having implemented electronic lien and title systems, the shift to other electronic title processes is in full swing. The most challenging hurdle in developing a truly electronic titling process has been the federal odometer disclosure requirement, which is being considered by the National Highway Traffic Safety Administration (NHTSA). Join this session to learn more about all things “e” in the title world.

    • Your ID is “REAL,” So What’s Next?
      The jurisdictions in Region 2 are well on the way to being fully compliant with REAL ID, so this session will address what comes after compliance. Hear what maintaining a compliant program looks like and what you can expect with recertification. Then hear updates and recommendations on many other AAMVA verification systems such as S2S, USPVS, VLS, and SAVE from those tasked with implementation. Ask questions, discuss problems, and find solutions with your counterparts in the same boat. 
    • Motor Carrier ELD: Implementation Without Making Waves
      This session will dive right into murky waters as we navigate through mandatory electronic logs without getting caught in the seaweed! Hear from all sides as we weigh the pros, cons, and areas of contention with mandatory electronic logs. Jurisdictions are challenged with enforcement of ELD while mediating between industry and federal regulations. Hear how successful programs have managed both as well as other hot button issues in this interactive session.

    GENERAL SESSION: From Licensing People to Licensing Cars
    It will take a great deal of collaboration to move autonomous vehicles from prototype to mainstream, and this general session will highlight the need for interconnectivity at all levels of administration. Explore newly-released AAMVA guidelines on the regulation of autonomous vehicles, hear from vendor partners, and learn what changes infrastructure would incur to support such autonomy. All of this grounded in the reality that autonomous vehicle implementation is shifting into high gear, and you shouldn’t be left behind.
