The Report Out-of-State Test Results (ROOSTR) is an AAMVA web application strictly designed to support rule §383.79 of the new Commercial Learner’s Permit (CLP) regulation. The rule holds, a state that has issued a Commercial Learners Permit (CLP) to an individual must accept the results of a Commercial Driver’s License (CDL) skills test administered to the applicant by any other State. The rule also requires that the testing state transmit these skills test results in an electronic and secure manner. The compliance deadline for rule §383.79 was July 8th, 2015.
ROOSTR allows each individual state to perform the following functions:
- Report out-of-state test results
- Electronically communicate out-of-state test results to the licensing state
- Look up out-of-state test results conducted in another state for their drivers
