Reducing Suspended Drivers and Alternative Reinstatement Best Practices, Edition 3

The suspension of driving privileges has long been used to address poor driving behavior, and research has proven that it can be effective in reducing traffic crashes. However, what was originally intended as a sanction to address poor driving behavior is now used as a mechanism to gain compliance with non-highway safety obligations. When licenses are suspended for non-highway safety reasons, the suspension becomes less serious in the minds of law enforcement, the courts, and the public. 

AAMVA's Reducing Suspended Drivers and Alternative Reinstatement Best Practices, Edition 3 includes a revised Executive Summary, a new Chapter 7 – License Suspension Considerations, and a new Conclusion. The updated portions of the document segregate Failure to Appear (FTA) and Failure to Pay (FTP) as separate issues, expanding AAMVA's previous recommendation beyond not suspending driving privileges for non-driving violations. The new recommendation also takes indigency factors into consideration.
