AAMVA’s Mobile Driver License (mDL) Implementation Guidelines Version 1.6 provides current guidance and resources for jurisdictions that are implementing or have implemented an mDL solution. The goal of this document is to inform and equip issuing authorities, and to some extent mDL verifiers, to achieve the following:

• Technical interoperability between different issuing authorities' mDL programs, enabling an issuing authority to read an mDL issued by any other issuing authority.
• Trust in different issuing authorities' mDLs.
• Privacy-preserving implementations.

The main updates in Version 1.6 include revisions to Appendix C, "Over the Internet Use," moving versioning to its own chapter (Chapter 11), and updating mDL revocation to align with issuing authorities' processes. The document also includes clarification and editorial updates, along with several minor updates to the AAMVA mDL data element set.
