    Title:

NMVTIS Suspense Resolution for Online States (AMIE Version) – Part 1

    Dates:

    Tuesday, June 5, 2018

    Time:

    2:00 - 3:00 pm (ET)

    Presenter:

    Neil PItt, AAMVA

    Description:

NMVTIS has two third party transactions that involve updates between the central site and multiple states. Because the transactions involve multiple states and the central site, it is possible for a transaction to break down before it completes. Further activity against this title record is greatly restricted until the problem is resolved. This webinar provides instruction as to how to identify and resume suspended transactions. The intended audience for this webinar are NMVTIS Help Desk Personnel, Business Process Analyst and IT System Integrators.

For a Change State of Title (CSOT) transaction to complete, both the new State-of-title (SOT) and the old SOT and the VIN Pointer file must process the messages without error and return the appropriate confirmations. A flag stored on the VIN Pointer record tracks the transaction’s progress and is reset to indicate that no CSOT is in progress when the transaction completes. When the transaction fails to complete, the flag reflects an incomplete status, and the transaction is suspended and appears on the suspended transaction report. No further title update activity can occur on the vehicle in NMVTIS until the suspended title is resolved.

When the transaction is suspended the old and new state-of-title have several possible corrective actions they can take. The condition that indicates a suspended transaction has occurred also provides information regarding the cause of the problem and the appropriate corrective action. The States application should have the capability to redrive messages (using original data), resend them (using corrected data) and resubmit a CSOT transaction by sending the original CSOT message with original business data.

    Title:

NMVTIS State Web Interface (SWI) – Instant Title Verification Using the VIN Search Feature

    Date:

    Tuesday, April 24, 2018

    Time: 2:00 - 3:00 pm (ET)
Speaker:  Neil Pitt, Lead Business Analyst, AAMVA
    Description:

Before a jurisdiction issues a title or other ownership document or record, the SWI can provide information to help the jurisdiction determine whether the ownership documentation presented with the application are valid. The information supports jurisdictions' titling processes for both new and used vehicles. The Anti-Car Theft Act requires each jurisdiction to perform an instant title verification check before issuing a title to an applicant claiming to have purchased the vehicle from an individual or entity in another jurisdiction. The SWI VIN search feature can be used to satisfy this legal requirement. In addition, the NMVTIS best practice is that jurisdictions perform an inquiry before issuing a title or other ownership document or record, whether or not the applicant claims to have purchased the vehicle in another jurisdiction.

This webinar is focused on explaining the capability of the Help Desk feature as included in the SWI. Data correction scenarios are explained and matched to the correct update operation within the SWI. A brief overview of the SWI application will also be provided

    Title:

NMVTIS State Web Interface (SWI) – Instant Title Verification Using the VIN Search Feature

    Date:

    Tuesday, August 29, 2017

    Time:2:00 - 3:00 pm (ET)

    Title:

NMVTIS Suspense Resolution for Online States (AMIE Version) - Part 2

    Date:

    Thursday, August 10, 2017

    Time:2:00 - 3:00 pm (ET)
Speaker: Neil Pitt, Lead Business Analyst, AAMVA
    Description:

NMVTIS has two third party transactions that involve updates between the central site and multiple states. Because the transactions involve multiple states and the central site, it is possible for a transaction to break down before it completes. Further activity against this title record is greatly restricted until the problem is resolved. This webinar provides instruction as to how to identify and resume suspended transactions. The intended audience for this webinar are NMVTIS Help Desk Personnel, Business Process Analyst and IT System Integrators.

For a Change State CSOT Undo transaction to complete, both the new State-of-title (SOT) and the old SOT and the VIN Pointer file must process the messages without error and return the appropriate confirmations. A flag stored on the VIN Pointer record tracks the transaction’s progress and is reset to indicate that no CSOT Undo is in progress when the transaction completes.

The States application should have the capability to redrive messages (using original data) or resend them (using corrected data).

DMV Investigator & Successful Prosecution Partnerships

    Date:

    Thursday, May 18, 2017

    Time:2:00 - 3:00 pm (ET)
Speaker: Paul Steier, Law Enforcement Program Manager, AAMVA
    Description:

DMV’s spend considerable resources in securing the issuance process and in securing the documents and products they provide. Successful investigation and prosecution of DMV related fraud is an essential part of the process of preventing and stopping criminal activity from infiltrating DMV products and causing further harm to society. DMV fraud doesn’t stop at the DMV, it usually involves a variety of other criminal activity that can have profound impacts on highway safety, security, and financial well- being. The challenge for DMV investigators and administrative staff is they have little control over what becomes of an investigation once it’s turned over for prosecution and placed within the criminal justice system. To help jurisdiction members establish or improve partnerships with prosecutors and others in the criminal justice community, AAMVA developed a training program that can be used to educate others on the mission, goals, products, and services of DMV’s and to demonstrate the societal impact if these areas are targeted by criminal activity.  Join this webinar for a walk through a training program designed to help you enhance your ability to prevent and disrupt DMV related criminal activity in your jurisdiction.

How You Can Help in the Fight Against Human Trafficking

    Date:

    Wednesday, April 13

    Time:2:00 - 3:00 pm (ET)
    Speakers:

Paul Steier, Director, Bureau of Investigation and Identity Protection,Iowa Department of Motor Vehicles
Kylla Lanier, Deputy Director, Truckers Against Trafficking
Beth Jacobs, TAT Field Trainer Truckers Against Trafficking

    Description: Problem:
Victims of human trafficking have challenges with establishing themselves back into society under their true identity as they lack proper identification to obtain government issued driver’s licenses (DL) and ID cards.  Because victims may lack proper identification they may not obtain legitimate employment, they may not qualify for government benefits, they may be prohibited from opening bank accounts or obtaining loans, and may not be able to obtain housing.   This may make it almost impossible for victims to turn their lives around resulting in the tragedy of a return to their previous lifestyle.
    Facts:
Some victims come from families where they were never given their proper identification documents or the trafficker has taken all their identity documents;  ie…. birth certificate, social security card, state DL or ID, immigration documents.   Victims may have never been issued a state DL or ID or they may have been issued official government issued DL/ID’s in false identities provided by traffickers.  Arrest records and driving records of victims may be in false identities.   To obtain identification, one needs identification and how do you get it when you don’t have it and aren’t able to get it?
    How DMV’s Can Help:
DMV’s can help find resolutions to the problem by offering guidance and assistance to victims in order to help them regain their true identities.  DMV’s can work with partner agencies (social security, vial records, USCIS, Department of State, victim advocacy groups, etc.) to help victims obtain breeder identification documents and be advocates for the victims.
