In 2018, Mothers Against Drunk Driving (MADD) conducted a summit, bringing law enforcement leadership together to discuss how to make traffic enforcement a priority. This report discusses challenges identified in making the detection of drunk and drugged driving a focus for law enforcement. Barriers identified include: conflicting leadership priority, insufficient funding, lack of training, and lack of motivation.
