Diedra O’Neil serves as Chief Executive of Strategy and Operations for Service Oklahoma, the statewide agency responsible for Oklahoma’s driver license and motor vehicle systems. A public servant with more than 18 years of experience in Oklahoma state government, she was part of the founding leadership team that designed and stood up the agency following the state’s decision to consolidate its legacy driver license and motor vehicle functions into a single enterprise structure — replacing a fragmented system with a unified, accountable model.
In her role, Diedra oversees modernization strategy, operational governance, fiscal stewardship, vendor management, and regulatory compliance across more than 270 service locations statewide. The agency supports millions of driver license and motor vehicle transactions annually and generates more than $1 billion in service-related revenue. Under her leadership, Service Oklahoma executed a full enterprise system transformation while maintaining uninterrupted statewide service delivery. Customer access and performance were central to the effort: call center answer rates increased to more than 90 percent, average wait times were reduced in high-volume locations, digital service options expanded to decrease in-person dependency, and enterprise performance dashboards were implemented to drive real-time accountability across the statewide network.
