Tom Foster

Tom Foster is the Law Enforcement Program Manager for AAMVA. He retired from the Washington State Patrol (WSP) as a captain after 25 years of service. Tom was last assigned as the commander of the WSP Commercial Vehicle Division, responsible for the safe transportation of freight in the State of Washington. During his tenure with the WSP, Tom was an active member of AAMVA and served as Vice-Chair of the Law Enforcement Standing Committee.

Tom’s previous law enforcement experience includes six years as a trooper, twelve as a sergeant, and three as a lieutenant, all assigned to traffic enforcement. He is intimately familiar with both field operations and commercial vehicle enforcement and administration. Tom also spent many years as a Certified Bomb Technician for the WSP Bomb Squad.

Tom is a former Army officer with a Bachelor of Arts degree in History from the Citadel, the Military College of South Carolina. He is also a 2016 graduate of the Northwestern University School of Police Staff and Command.
