The AAMVA Digital Trust Service (the "DTS") is an online information service provided by the American Association of Motor Vehicle Administrators, a District of Columbia nonprofit corporation (“AAMVA”) on behalf of its member jurisdictions. The DTS is a central repository for providing the information required to authenticate ISO/IEC 18013-5 conformant mobile driver licenses or identification cards (“Public Keys”) issued by participating states and provinces of the United States of America and Canada (each an “Issuing Authority”).
Downloading Public Keys from this website and other use of the DTS is subject to your agreement to and strict compliance with the Terms and Conditions (“Terms and Conditions”) set forth below.
The following DTS Terms and Conditions contain important information concerning the obligations of users of the DTS and this website, as well as limitations relating to the liability of AAMVA and Issuing Authorities concerning this website, the DTS, and the use of Public Keys downloaded from this website.
If you do not agree to be bound by these Terms and Conditions, you may not download any Public Keys provided by Issuing Authorities or use the DTS.
AAMVA may modify the Terms and Conditions at any time, and such modifications shall be effective immediately upon posting of the modified Terms and Conditions. You agree to review the Terms and Conditions on this website periodically to be aware of such modifications.
Limitation of Liability
Under no circumstances shall AAMVA or any issuing authority of driver licenses or identification cards be liable to any user of public keys downloaded from this site for any claim relating to the use of those public keys or the inability to accurately verify any driver license or identification card through the use of those public keys.
In no event shall AAMVA or any issuing authority be liable for any loss, damage, liability or expense incurred that is claimed to have resulted from the use of public keys downloaded from this website, or the inability to use this website or the DTS.
Under no circumstances shall AAMVA or any issuing authority be liable for any direct, incidental, consequential or indirect damages (including, but not limited to loss of profits, business interruption, loss of programs or information and the like) arising out of the use of or inability to use public keys downloaded from this website.
Authorized and Prohibited Uses
You may not copy, reproduce, republish, download, post, broadcast, transmit, make available to the public, or otherwise use the DTS in any way except for your own personal use or for your organization’s use. You agree not to provide or distribute any download link provided in this website to any other person or organization. You also agree not to adapt, alter, or create a derivative work from any content of the DTS or this website. Any other use of content of the DTS or this website requires the prior written permission of AAMVA.
You agree to use the content of the DTS or this website only for lawful purposes. You agree to comply with all applicable laws in connection with your use of this DTS and any Public Keys downloaded from this website.
You may not otherwise, directly or indirectly, resell, publish, repackage, or otherwise disseminate the content of the DTS, this website, or any portion thereof, in any medium in any manner whatsoever.
You shall not, and shall assure that the users of the DTS data shall not, intentionally:
- attempt to access any information on this website that is denied to it by the normal operation thereof;
- use the DTS or this website in any manner intended to cause damage or disable this website or the DTS, or interfere with any other person's use of this website or the DTS; or
- use any robot, spider or other automatic device or software program to monitor, copy or interfere with the operation of this website or the DTS.

You assume total responsibility and risk for your use of the website or the DTS and downloading files from this website. Neither AAMVA nor any Issuing Authority makes any express or implied warranties, representations, or endorsements whatsoever (including without limitation warranties of title or noninfringement, or the implied warranties of merchantability or fitness for a particular purpose) with regard to the DTS or any information obtained through this website. Neither AAMVA nor any Issuing Authority shall be liable for any cost or damage arising either directly or indirectly from the use or inability to use this website, any data downloaded from this website, or the DTS. AAMVA does not guarantee or warrant that files available for downloading through the use of this website will be free of infection or viruses or other code that manifest contaminating or destructive properties.
AAMVA does not warrant that the DTS will be uninterrupted or error-free or that defects in the DTS or this website will be corrected. The DTS and any data made available for download on this website are provided on an "as is, as available" basis.
AAMVA may in its discretion modify, edit, translate, suspend, restrict access to or terminate the DTS, this website, these Terms and Conditions, the content, or any link at any time without liability or prior notice.
Indemnification
You agree to indemnify, defend, and hold harmless AAMVA, its officers, directors, employees, agents, licensors, suppliers, contractors and any third party information providers to this website or the DTS, including but not limited to all Issuing Authorities, from and against all demands, claims, losses, expenses, damages, and costs, including reasonable attorneys' fees, resulting from any violation of these Terms and Conditions by you.
You hereby agree to defend, indemnify and hold harmless AAMVA, its officers, directors, employees, agents, licensors, suppliers, contractors and any third party information providers to this website or the DTS, including but not limited to all Issuing Authorities, from and against any demands, claims, damages, liabilities, or expenses, including attorneys' fees, arising in connection with your use of the DTS or of the content from this website, online conduct, dealings or transactions with other persons resulting from use of the DTS or from the content of this website.
Mandatory Arbitration
Disputes relating to or arising from the use of or the inability to use the DTS shall be submitted to arbitration administered by the American Arbitration Association in accordance with its Commercial Arbitration Rules and judgment on the award rendered by the arbitrator(s) may be entered in any court having jurisdiction thereof. A single arbitrator shall hear claims. The place of arbitration shall be Arlington, Virginia, USA. The arbitration shall be governed by the laws of the Commonwealth of Virginia.
Miscellaneous
These Terms and Conditions may only be modified by AAMVA, in its sole discretion. If any provision of these Terms and Conditions is held to be invalid or unenforceable for any reason, the remaining provisions will remain in full force and effect. Your obligations pursuant to these Terms and Conditions shall survive termination of this website or the DTS, any use by you of this website or the DTS.
These Terms and Conditions shall be governed by the substantive laws of the Commonwealth of Virginia without regard to its choice of law principles.
