AAMVA supports the implementation of a comprehensive Graduated Driver Licensing (GDL) model framework designed to introduce beginning drivers to the traffic environment through controlled, incremental exposure to increasingly complex driving conditions. The GDL model framework should be structured to help novice drivers of all ages develop essential driving skills and gain meaningful on‑road experience by progressing through clearly defined licensing stages prior to receiving full, unrestricted driving privileges. This staged approach promotes safer learning, reduces crash risk, and supports the development of competent, responsible drivers.
