State and provincial licensing authorities shall promote, support, and facilitate the reporting of any physical or cognitive conditions that may impair an individual’s ability to safely operate a motor vehicle. In addition to establishing clear reporting requirements, these authorities shall recognize and appropriately consider the full range of disabilities that may affect driving performance, ensuring that assessments and licensing decisions are conducted in a fair, consistent, and safety‑focused manner.
