Policy Position on One License/One Driver History Record

A person shall have one license and one driver history record (DHR). The jurisdiction that issued the last license shall be designated as the jurisdiction of record (JOR), shall maintain the DHR of the individual and shall follow procedures as outlined. The DHR shall be the record on which licensing and withdrawal decisions are made. The DHR shall be maintained by the JOR in the format described in the CDLIS State Procedures Manual, and State-to-State State Procedures Manual.  

When a jurisdiction issues a license to a driver who was licensed by another jurisdiction, the new jurisdiction then becomes the JOR. The new JOR shall notify the old JOR of its licensing action and shall acknowledge its responsibility to maintain the DHR.
