AAMVA recommends that a new resident of a state, province, or territory, when applying for a driver license in that jurisdiction, shall be required to surrender all driver license(s) currently in their possession. Each jurisdiction shall recognize properly licensed motor vehicle operators, who are residents of other states, provinces, or territories.
