Background
The Federal Motor Carrier Safety Administration (FMCSA) has removed nearly 3,000 CDL training providers from the Training Provider Registry (TPR) that have not been active for over a year. Additionally, 4,000 more providers have been placed on notice for noncompliance with Entry-Level Driver Training (ELDT) standards.

While this action may create short-term customer service challenges, it ultimately supports our shared goal of putting only the safest, best-trained commercial drivers on our roads.

This action will create customer service challenges:
- Training certificates from suspended providers are still valid if the training was provided before the suspension occurred.
- Training certificates from suspended providers are not valid if the training was provided after the suspension occurred.
- Customers may have invested substantial time and money in training that no longer meets federal requirements.
- Expect increased call volume, in-person inquiries, frustration, and potential escalation at service counters.
Proactive Strategies
What Can DMVs Do Before Testing or Enrollment:
- Verify Training Provider Status: Recommend that customers confirm their provider is listed on the FMCSA Training Provider Registry before they schedule or arrive for a CDL skills test: https://tpr.fmcsa.dot.gov/.
- Post Physical Notices: Display at CDL testing locations: “verify your CDL training provider is approved. Visit https://tpr.fmcsa.dot.gov/ before enrolling.”
- Update Digital Channels:
- Add alert/FAQ to website CDL section.
- Post social media reminder with link to TPR.
- Include verification reminder in CDL appointment confirmations.

Customer Guidance
Before Enrolling in Training, educate customers to:

- Check the registry immediately before enrolling, as status can change.
If Customer's Provider Was Removed, inform customers that:
- Training certificates from suspended providers are valid if the training occurred before the suspension.
- Training certificates are not valid if the training occurred after the suspension.
- They must complete training with an approved provider.
- They need to contact the provider directly for refund questions (DMV cannot intervene in private transactions).
If Customer's Provider Is on Notice, encourage customers to:

Q: “Will my certificate still work if my provider is on notice?”
A: “Your training certificate is valid if it was completed while your provider was actively listed on the Training Provider Registry. Since your provider is currently on notice, I'd recommend checking the registry before each training session to confirm their status hasn't changed. If they're removed before you complete your training, unfortunately they are no longer an approved provider and won't meet the federal requirements.”
