New Jersey To Begin Using State-to-State Verification Service

CDLIS and State-to-State (S2S) Participants:

New Jersey will begin using State-to-State Verification Service (S2S) from Monday, March 25, 2024. Tasks related to onboarding New Jersey will be conducted during the weekend of March 23, 2024. During this process (Saturday evening to Monday morning), there will be periods during which the CDLIS/S2S Central Site (Central Site) will be in inquiry-only mode or unavailable (over and above the regularly scheduled maintenance window of 2:00 AM ET to 5:00 AM ET on Sunday, March 24, 2024). The associated timeline is shown below.  

Please note that the times shown are tentative, and states are encouraged to avoid this weekend for performing maintenance, deployment activities, or Central Site data extractions that require the Central Site to be available. Please contact AAMVA if such activities are unavoidable.  
  1. Saturday, March 23, 8:00 PM ET: Central Site will be brought down. Messages to the Central Site will be rejected after this time. State-to-state messages (messages not going to the Central Site) will be functional.  
  2. Saturday, March 23, 8:30 PM ET: Central Site will be brought back up in an INQUIRY-ONLY mode. This will allow CDLIS and S2S users to send and receive inquiry messages to/from the Central Site (CD01/02/05/06/18).
  3. Sunday, March 24, 2:00 AM ET: All applications using NCS will be unavailable for regularly scheduled weekend maintenance.  
  4. Sunday, March 24, 5:00 AM ET: Central Site will be brought back up in an INQUIRY-ONLY mode. This will allow CDLIS and S2S users to send and receive responses to all inquiry transactions to the Central Site (CD01/02/05/06/18). State-to-state messages (messages not going to the Central Site) will be functional.  
  5. Sunday, March 24, 9:00 AM ET – 4:00 PM ET: Central Site will be brought down. Messages to the Central Site will be rejected after this time until the system is brought back online. State-to-state messages (messages not going to the Central Site) will be functional.  
  6. Sunday, March 24, no later than 11:00 PM ET: Full operations restored.  

All other systems (PDPS, NMVTIS, SSOLV, etc.) will be up and running during their usual available hours with the exception of the regularly scheduled weekend maintenance on March 24(mentioned in #3).  

AAMVA would like to remind our members that the US Federal Motor Carrier Safety Administration requires states to perform Central Site inquiries prior to making any CDL licensing decisions. Under US federal law, this inquiry must take place not more than 24 hours prior to transfers and new issuances, and not more than 10 days prior to renewals and upgrades (See 49 CFR 384.205, and §383.73(a)(3)(ii)). Also, the US National Highway Traffic Safety Administration requires states to query the Central Site before the issuance of an original, renewal, temporary, or duplicate driver (non-commercial) license (See 49 U.S.C. 30304(e)).  

We apologize for the interruption of service and for any inconvenience this may cause to the S2S and CDLIS program operations. AAMVA is taking all steps possible to minimize service interruptions and will be sending alerts notifying states of Central Site availability periodically during the onboarding process.  

One of the benefits of S2S is that it is now possible to identify persons that hold credentials in different states at the same time. This includes the case where a CDL driver holds a CDL in one state and a non-CDL credential, e.g. a base driver's license, in another state. S2S states typically resolve such situations by either deleting the non-CDLIS pointer, or by performing a CSOR on the CDLIS pointer. Such actions may be accompanied by telephone and/or email contact between the two states involved. The important point is that whenever a new S2S state goes live, CDLIS-only states may for some time afterwards observe a higher than usual number of CSOR transactions emanating from the S2S state.
